The first section gives brief details of the approach used, including use of the marginal effects command in Stata to understand regression results; the annex contains details of the regression models produced. Links are included to various short reports which present the regression results in a simple and engaging way.

Small area estimation methods are used to allow better detection of discontinuities.

It also describes response propensity modelling work designed to explore the effect of targeting incentives on respondents who would otherwise be unlikely to participate in the survey.

This current project focuses particularly on methodological experimentation and learning in order to best inform the Welsh Government around the future potential of SAE in its work and the most fruitful ways to approach any such future SAE work. As with the previous work, this project focuses on the iterative proportional fitting (IPF) spatial microsimulation approach to small area estimation.

In addition to examining ways of reducing the cost of individual surveys without compromising the quality of outputs, the review also explores the scope for efficiencies across surveys.
