Using text mining analysis of more than 74,000 Weibo user comments (over 4 million words) on 6 years' worth of The People's Daily media coverage, this study investigates social media interactions on family planning policy issues between the state-run news media and individual users in China. Our analysis demonstrates that Weibo postings about the topic by government-run news networks and comments by the general public are affecting each other, but also presenting partially reverse or bottom-up agenda-setting effects. Through latent dirichlet allocation (LDA) modeling, we identified major latent topic sets (women's right to work, family culture/tradition, law/regulation, and social welfare/wellbeing) and found that Weibo users' main concerns on China's family planning have changed over time. We find a less than perfect congruence between budget allocations and citizen preferences at both the city and district level. Given these results, we discuss the potential for participatory budgeting to address discrepancies in resource allocation by focusing on the unique demographic and cultural makeup of Seoul constituencies.

This paper assesses the Korean government's management of the recent economic crisis by focusing ... more This paper assesses the Korean government's management of the recent economic crisis by focusing on time factors. The events that occurred from March 2008 to October 2009 and the government's corrective actions are interpreted through a "time lens" that accounts for the temporal constraints in terms of objective time as well as perceptive time. These two time domains have significant effects on the management of public policies, especially economic policies that require government interventions that affect the complex interactions of economic factors from both the fiscal policy and market perspectives. In order to illustrate the importance of long-term strategy, this study reviews the evolution of the economic situation following the onset of the financial crisis. Our retrospective analysis does not find that the Lee Myung-Bak government deployed strategies relevant for the long term, but rather that President Lee's authoritarian attitude itself may help him fuel the economy for a long time. Regardless of the causes, this case emphasizes the need for consistency in policy making, especially when the policy area's particularities require it.

When facing a legitimacy crisis, the Korean law enforcement system has typically responded with organizational restructuring. Strong myth-building patterns compensate for the lack of moral legitimacy of the police, particularly under authoritarian-military regimes that suppress democratization movements in Korea. Even after seemingly radical organizational changes aimed at placing the police under democratic control, highly institutionalized core structures of the police remain in place. Performance reform after the economic crisis, which was proceeded from reformers' shared belief in the market-driven solutions, diagnosed the Korean police as a big, inefficient, and self-serving bureaucracy, a diagnosis that eventually caused gradual deterioration in the taken-for-grantedness of policing activities. The internet and social media made the Korean police even more vulnerable to external challenges and a questioning of its legitimacy.
