The two chapters are Chapters 10 and 12 of the Standards: "Psychological Testing and Assessment (PTA)" and "Educational Testing and Assessment (ETA)". It specifically aims to raise some overarching issues related to these chapters. An in-depth comparative analysis was conducted based on specific similarities of and differences between these two chapters. Both PTA and ETA cover the background of and standards regarding test administration, score interpretation, and the use of scores. However, PTA focuses more on test selection and test security, whereas ETA covers more on the test design and development. The overarching issues, questions, and concerns related to both chapters are discussed along with the results of the analysis. The paper concludes with a description of the differences between the two chapters from the current 2014 Standards and those of the previous 1999 version along with some plausible explanations for such discrepancies. The summary and analysis may be useful to test users and graduate students from the psychology and education fields whose interests revolve around testing and assessment practices.

Two types of factors may contribute to the test scores: (1) factors or dimensions that are of primary interest to the construct or test domain; and, (2) factors or dimensions that are irrelevant to the construct, causing residual covariance that may impede the assessment of psychometric characteristics and jeopardize the validity of the test scores, their interpretations, and intended uses. To date, researchers performing item response theory (IRT)-based model simulation research in educational measurement have not been able to generate data, which mirrors the complexity of real testing data due to difficulty in separating different types of errors from multiple sources and due to comparability issues across different psychometric models, estimators, and scaling choices. Using the context of the next generation K-12 assessments, I employed a computer simulatio...

This study was also conducted to examine the readiness level among secondary history teachers in terms of knowledge, skills and attitudes given their teaching experiences. The study design is a quantitative research that uses the survey method involving a total of 92 history teachers from secondary schools in Perlis. The convenience sampling technique has been used in this study as all secondary school history teachers in the state of Perlis participated based on statistical data provided by the State of Education Department (2017). The content of the questionnaire items was validated by two expert history teachers, each with ten years of experience in teaching history. The reliability score of the questionnaire is very good (Nunnally, 19...

For this analysis, the researcher intended to comprehensively compare and contrast three program evaluation approaches that are still relevant in the new millennium—the Criticism and Connoisseurship approach, the Consumer-Oriented approach, and the Practical-Participatory Evaluation approach. The selection of these approaches was based on where and how they are positioned on Christie and Alkin’s updated evaluation theory tree and classified in Stufflebeam’s taxonomy of evaluation models. An in-depth analysis based on crucial similarities and differences discussed focus on philosophical tenets; purpose/aim and frequently asked questions; the role of the evaluator; contexts of use; stakeholder involvement; preferred data collection and analysis; intended users/audience; and strengths and challenges. By understanding the contrasts between these approaches, it is hoped that program evaluators can critically appraise their approaches, practically specify the scope of selection, and be more effective and versatile in their application of alternative evaluation approaches.

This article reports the effectiveness of the use of several assessment rubrics for a research writing course. Specifically, we examined students’ perceived changes and observed changes in their Chapter 1 thesis writing as assessed by supervisors using an existing departmental rubric and a new task-specific rubric. Methodology – Using action research methodology, two of the authors played active roles as the course supervisors, i.e., the practitioners. Two final year undergraduate students from a communication department (one from each supervisor) participated by writing three drafts of the first chapter of their research: (1) without a rubric, (2) with an existing departmental rubric, and (3) with a revised rubric. We collected artefacts of students’ writing drafts; students’ interviews; and supervisors’ reflections over the course of four months. We employed content analysis to evaluate students’ writing, while th...
