The current digital revolution has ignited the evolution of communications grids and the developm... more The current digital revolution has ignited the evolution of communications grids and the development of new schemes for productive systems. Traditional technologic scenarios have been challenged, and Smart Cities have become the basis for urban competitiveness. The citizen is the one who has the power to set new scenarios, and that is why a definition of the way people interact with their cities is needed, as is commented in the first part of the article. At the same time, a lack of clarity has been detected in the way of describing what Smart Cities are, and the second part will try to set the basis for that. For all before, the information and communication technologies that manage and transform 21st century cities must be reviewed, analyzing their impact on new social behaviors that shape the spaces and means of communication, as is posed in the experimental section, setting the basis for an analysis matrix to score the different elements that affect a Smart City environment. So, as the better way to evaluate what a Smart City is, there is a need for a tool to score the different technologies on the basis of their usefulness and consequences, considering the impact of each application. For all of that, the final section describes the main objective of this article in practical scenarios, considering how the technologies are used by citizens, who must be the main concern of all urban development.

The paper presents the main results of a previously developed methodology to better evaluate new ... more The paper presents the main results of a previously developed methodology to better evaluate new technologies in Smart Cities, using a tool to evaluate different systems and technologies regarding their usefulness, considering each application and how technologies can impact the physical space and natural environment. Technologies have also been evaluated according to how they are used by citizens, who must be the main concern of all urban development. Through a survey conducted among the Smart City Spanish network (RECI) we found that the ICT's that change our cities everyday must be reviewed, developing an innovative methodology in order to find an analysis matrix to assess and score all the technologies that affect a Smart City strategy. The paper provides the results of this methodology regarding the three main aspects to be considered in urban developments: mobility, energy efficiency, and quality of life after obtaining the final score for every analyzed technology. This methodology fulfills an identified need to study how new technologies could affect urban scenarios before being applied, developing an analysis system to be used by urban planners and policy-makers to decide how best to use them, and this paper tries to show, in a simple way, how they can appreciate the variances between different solutions.

This has been possible along the years from several evolving technologies put at disposal by the inhabitants themselves. Now we are facing a new digital revolution, an evolution of communications grids and new schemes of productive systems. The traditional technological scenario is reset. Thus we see the need for a tool to approaching the different technologies based on its usefulness and consequences, considering the impact of each application. With it, the information and communication technologies that manage and transform the twenty-first century cities can be reviewed, analyzing their impact on new social behaviours that shapes the spaces and means of communication or distribution channels, as well as the integrated management between the cities and territories, considering the final impact on the citizen: principle and ultimate goal of all urban performance.

ACORDE project emerges as an exercise of rethinking all key factors involved in a building in ord... more ACORDE project emerges as an exercise of rethinking all key factors involved in a building in order to adapt it to present difficulties, taking into account the better use of resources and energy. Present tendency, due to different regulations and traditions, is to design buildings specifically thought for a single use, and even in that case, so rigid that it is very difficult to adapt it to the forthcoming user or owner's needs. During the research process, we detected a number of social and demographic changes; large families are no longer majority, and smaller families, with one or two members, are increasing dramatically. This change in families' composition should lead to a change in dwellings design; distribution needs are different, as well as its size, while the greater part of new houses in Spain are being built for an outdated family model, without taking any of this into account. The principles developed by ACORDE represent a new, efficient philosophy within the open-building framework, regarding maximum flexibility and adaptability of spaces. ACORDE project seeks to maximize buildings´ flexibility, conceiving a residential building made of legally independent functional units that can be connected to or disconnected from each other with easy, plug-in facilities, in a way that permits to purchase exactly what the user need, as well as allows future changes for buildings to be adapted to the needs of their occupants, the user decides how to best utilize the space by acquiring or separating functional units along the years. This provides economic benefits to users through increased energy performance and optimal use of space. This model not only allows adaptation to any formal configuration and regulatory directive, but also permits a possible change of its main use. The efficient occupancy of space leads to an efficient use of energy, minimizing maintenance costs and guarantying the quality of life of their occupants.

The authors have designed a tool that will evaluate new technologies according to a three-pronged scoring system that considers the impact on physical space, environmental issues and city residents. The purpose of this tool is to be used by city planners as part of a strategic approach to the implementation of a smart city initiative in order to reduce unnecessary public spending and ensure the optimal allocation of city resources. Por todo lo anterior, el principal objetivo de este trabajo es definir y poner a prueba esas herramientas en escenarios practicos, teniendo en cuenta como los nuevos sistemas y tecnologias afectan a las ciudades y sus ciudadanos, que deben ser la principal preocupacion de todo el desarrollo urbano.
El proyecto ACORDE surgió tras un proceso de investigación en que se detectó un gran número de ca... more El proyecto ACORDE surgió tras un proceso de investigación en que se detectó un gran número de cambios demográficos y sociales en las últimas décadas que requerían un cambio en los planteamientos con los que se han ido abordando los edificios, y por consiguiente, las ciudades. Los modelos de familia han cambiado, pero se sigue diseñando y construyendo sin tener dichos cambios en cuenta. En el concepto de Sociedad se deben considerar como ejes de reflexión tanto la dotación adecuada de espacios para labores productivas y reproductivas, construir un entorno doméstico carente de jerarquías y, sobre todas las cosas, la adaptación de la vivienda a la diversidad de modelos familiares y a la evolución de cada uno de ellos1. El proyecto ACORDE plantea la evolución de los edificios y de las ciudades para satisfacer estas nuevas necesidades de las personas que van a habitarlas.
