This study is an attempt to find out prospects of distance education in present time and explore challenges in distance education. Education is an effective means for bridging social category gaps and exclusion. Higher education supports to break out the disadvantage of exclusion in marginalized section of society. Higher education inculcates positive attitude towards inclusion through accepting importance of existence of every individual in society. It is crucial for sustainable development to include marginalized groups in higher education. Dissemination of awareness and updating existing system are very crucial for success of any system. 'Uttarakhand Open University' is working in these priorities for better achievements. University a key contributor in providing higher education to underserved communities in Uttarakhand and India. The significant increase in enrollment from '2776' learners in 2005 to about '85000' learners in 2023, demonstrates the widespread acceptance of Open and Distance learning system among learners of 21 st century.

Teachers today are expected to acquaint with digital content and digital pedagogy. The next generation of students is going to increasingly be connected digitally but not physically. They need explicit instruction in learning to work with others; Sharing and interacting virtually, thinking interdependently, asking and answering meaningful questions, being empathetic and ready to knock the doors of knowledge. In the 21 st century the teacher who will be able to face these challenges with ease will be referred a Global teacher. Teacher is social engineer and a nation builder. A good teacher possesses balanced qualities, continuous growth for excellence; they are thinker and constructive workers and are also sensitive and responsive. Teacher-education programs will also have to ensure that teachers are given the highest quality training in content, pedagogy, practice, attitude towards teaching profession and technology etc. Today's need lies in constructive, inclusive and interactive class room.

Assessment has traditionally been viewed as a tool for making summative judgments of student achi... more Assessment has traditionally been viewed as a tool for making summative judgments of student achievements, decisions as to whether students should advance to the next level. Assessment is also applied as a tool for learning. Assessment plays a "formative" roleallowing teachers to identify gaps in student learning and to adapt teaching appropriately. Students should be assessed not only on academic aspects but also on the broad capacities and dispositions that are the goals of liberal education. The purpose of assessment must not be to label or rank but to identify areas of strength and areas that need improvement, as students move towards attaining the outcomes defined for their programme. A range of tools and processes for assessment should be used for this purpose. The criteria and rubrics for assessment must be determined in a collaborative manner by the faculty and shared with students. The quality of ODL programmes will be measured by their effectiveness in delivering learning outcomes relative to the best in-class programmes of a similar nature across HEIs. The main issues of students' assessment in Open and distance learning is credibility and reliability of assessment procedure. The aim of education is mainly concerned about all round development of learners, means change of behavior in cognitive, affective and psychomotor domain. The assessment and evaluation should reflect learning rather measuring merely the marks obtained. Methods of student assessment and evaluation have to be clear, consistent, effective, valid and reliable.

Population of study was learners enrolled in B.Ed.(spl) programme in all semesters .Sample of study were 51 survey method. The tool of data collection was developed by investigator as google form. Data collection was done through sharing a link of google form in WhatsApp gro deductive method was applied for interpretation of findings. Uttarakhand Open University is playing a significant role in developing inclusive education in India. Open Universities working on philosophy of 3A(any time, any place inclusion in higher education effectively. Equity and inclusion are essential elements for attaining sustainable development goals. Inclusive and equitable education is crucial for achieving an inclusive and equitable society. National education policy 2020 emphasizes bridging social category gaps through access, participation and learning outcomes. Quality higher education opens a vast array of possibilities that lifts both individuals as well as communities from cycles of disadvantage. Higher education institutions play a key role in providing socio-emotional and academic support. Student's counselling and mentoring programmes, sensitization of faculty, counsellor, and students on gender-identity issue and its inclusion in curricular and co curricular activities. Conducive environment supports strict enforcement of all no-discrimination and anti-harassment rules in Higher education institutions. With the passage of time the educational aspects get also changes with changes in social systems, economy, political and other country-wide circumstances, availability and use of resources and desires of community. Reforms in educational system occurs by these results simultaneously. Curriculum is the soul of teaching-learning process. While effective teaching-technology proves to be helpful for making teaching-learning interactive, the need-based curriculum as per the aspirations of the learner provides a strong foundation for the desired learning outcomes. The learner has always been the focal point in the preamble, development and implementation of the curriculum. Crow and Crow has well stated "Curriculum includes all the learners experiences in and outside the school that are included in a programme which has seen devised to help to develop mentally, physically, emotionally, spiritually and morally." Education commission's and committee's constituted time to time in India recommended curriculum reforms in the school curriculum keeping in mind the erstwhile social scenario and learner's aspirations. NCERT made notable changes in school curriculum since year 1975 through the National Curriculum frameworks. In addition to this the Secondary Education Commission (1952-53), Kothari Commission (1964-66), National Education Policy (1968), New education policy (1986) and POA-1992, efforts were made to reorganize the curriculum at every level and to innovate it according to socio-educational needs. Professor Yashpal Committee (1993) indicated towards significant changes in the school curriculum in 21 st century by advocating "Burden-free education" at elementary level. The NCF-2005 succeeded in laying the latest and organized foundation of curriculum in modern India. In the recent years the concept of 'Localization' has been emerging in school curriculum. National education policy-2020 advocates the inclusion of regional issues in the Indian school curriculum. Mahatma Gandhi's work experience and experiential learning theory (Nai-Talim) has been revived today after almost nine decades, when the concept of "Vocal for Local" has come forth to strengthen 'Localization' in the curriculum.
