The tactic of targeted killing is one of the most often used methods in counterinsurgency and cou... more The tactic of targeted killing is one of the most often used methods in counterinsurgency and counterterrorism campaigns. It seeks to decapitate the leadership of an insurgent or terrorist organization, degrade its organization and operational capabilities and bring an end to the group eventually. Many controversies are related to the use of this tactic, especially with regards to its legality, morality, potential and practical effectiveness and wider consequences. The major subject of the debates about targeted killings is the unmanned aerial vehicles (drones) strikes. However, another similarly controversial targeted killing technique of night raids is often overlooked. This article tries to fi ll this gap in part. It argues that targeted killing as a tool of counterinsurgency can be more counterproductive than benefi cial, as demonstrated on the general overview of the case study of night raids conducted as part of the counterinsurgency campaign in Afghanistan since 2001.

The Czech private security market and available private security services has typically been limited to domestic sectors. This article explores the potential Czech private security actors have abroad and looks at some of the implications for future developments in terms of the privatisation of security in the Czech Republic. Afghanistan is analysed as an export market place that can assist in fulfilling the ambitions of Czech private security actors.

The main methods used to gather data and to draw inferences are a content analysis of relevant primary and secondary sources, and a discourse analysis, used as a method of examining the prevailing discourse surrounding the activities of PSMCs, seeking to understand the level of transparency, accountability and attributability of these actors. So far, the PSMCs’ potential for counterterrorism has not been fully exploited. There are many challenges surrounding the existence and operations of PSMCs, mainly lack of transparency and accountability, the continuous significance of the plausible deniability and political expediency PSMCs provide to nation governments, and an insufficient and inadequate international regulatory and control framework with no sanction or enforceme...

The main methods used to gather data and to draw inferences are a content analysis of relevant primary and secondary sources, and a discourse analysis, used as a method of examining the prevailing discourse surrounding the activities of PSMCs, seeking to understand the level of transparency, accountability and attributability of these actors. So far, the PSMCs' potential for counterterrorism has not been fully exploited. There are many challenges surrounding the existence and operations of PSMCs, mainly lack of transparency and accountability, the continuous significance of the plausible deniability and political expediency PSMCs provide to nation governments, and an insufficient and inadequate international regulatory and control framework with no sanction or enforcement mechanisms. Most recently, the tendency to re-legitimise PSMCs' activities can be identified. There will most probably be an expansion of PSMCs' activities in the near future, as climate change consolidates security as a commodity, not a right. Therefore, there is a renewed urgency for adequate and effective international regulatory and control mechanisms on their activities on the international level.
