In the beginning of 2020 the world faced a new, unknown heath threat caused by a novel coronaviru... more In the beginning of 2020 the world faced a new, unknown heath threat caused by a novel coronavirus outbreak. The preceding 2009 H1N1 pandemic urged many health authorities and organizations worldwide to revise and update their prevention and control protocols in case of infectious diseases but the present situation caught them unprepared for the magnitude of morbidity and mortality that COVID-19 causes. Thousands of people lost their lives in just few months, health services are seriously upended and the economic losses are expected to reach unexpected levels. While the authorities are desperately trying to protect the public health and mitigate the negative economic impact of the measures designed to keep people safe, criminal originations actively engage in benefitting from the vulnerability of the legal and regulatory frameworks. The medicinal shortages combined with the lack of awareness in the society pose serious threat as panicked people turn to unauthorised and dangerous sources to buy pharmaceuticals and medical products. Their irrational and dangerous behaviour facilitate and significantly contribute to the uncontrolled spread of fakes as Internet provides perfect conditions for the unscrupulous dealers. The public is overwhelmed by a constant flow of disinformation that contain misleading and potentially dangerous recommendations and online offers for ―miracle cures‖. The disrupted legitimate supply chains provide further options for illegal structures to exploit the fear of the society and profiteer from the global crisis. The present material aims to review and analyse the main reasons that incite people to voluntary take part in such offences. It also points out the relevant areas that stakeholders should focus their efforts to fight back a parallel health threat – the falsified medicinal products. The key counteractions and recommendations undertaken by renown international and European organizations and institutions are summarized and a discussion is raised with reference their adoption, stricter implementation and further development. If policymakers engage more actively to strengthen their legal and regulatory frameworks against falsified medicinal products, their efforts would result in better preparedness and response in case of future health crises and in increased trust in governments and healthcare systems.

Nowadays it is no more aprivilege for selected groups with higher social and financial status and attracts people with diverse backgrounds looking for better employment options and self-realization. However, in many countries regardless of their level of development and welfare,there are visible gaps with reference to access and attainment of higher degree from students with disadvantageous back ground. The educational systems, based on equality show insufficiencies with regard to inclusion of all socio-economic groups. The current focus is shifting on equity as various policies for broader inclusion are adopted on global, regional and national levels. If they are properly designed and enacted, more students will stand a higher chance to contribute to their individual growth and to the society as a whole.

Every year billions of taxpayers money is spent by the state governments to acquire services and goods. The proper functioning of the system allows them to receive better value-for-money, to prevent irregularities connected with corruption and support the implementation of various public policies. The modern society is more sensitive on how the public finances are managed and requires to have leverages to monitor and control their spending. The implementation of the principles of good governance in the public procurement system provide comprehensive base to answer the present needs of public, private and civil partners to increase the levels of effectiveness and efficiency in public spending and administration. The advancement of digital technologies also plays significant part in this reform as electronic procurement systems could significantly facilitate the proper functioning of the sector by interrelating key principles of good governance.

Despite the significant scientific progress, in 21 st century the world is not yet fully protecte... more Despite the significant scientific progress, in 21 st century the world is not yet fully protected in case of infectious disease outbreaks. The pandemic caused by H1N1 in 2009 led to the adoption and update of various policies especially designed to increase the worlds' preparedness for possible future global health threats. Renown international, regional and state organizations and institutions developed elaborated prevention and response plans that engage healthcare specialists, regulators, business and public in common frameworks that should ensure their coherent and coordinated actions when a health emergency arises. In the beginning of 2020 their effectiveness was put to a test by the novel coronavirus outbreak in China. It quickly transmitted over the globe and within less than two months affected thousands of people in more than 100 countries. The aim of the present study is to provide a comprehensive analytical review of the pre-existing counteraction measures against pandemics and how they are implemented in real situation. Is the world ready to respond to a novel virus pandemic? How efficient the prevention and response protocols prove to be in a real health emergency situation? Are the national states ready to act and defend their citizens and ease the negative economic impact? The answers of these questions will reveal if the world has learned the hard lessons from its previous experience with infectious diseases and what are the key adopted mechanisms on global, regional and national levels to limit their inevitable negative impact on the public and economic spheres.

In the last few decades, the problem with falsified medicine became a global threat that accounts... more In the last few decades, the problem with falsified medicine became a global threat that accounts for millions of human lives and billions of financial loses for the national health authorities and pharmaceutical industry. Different measures were developed to fight their uncontrolled spread but had only limited success. The resolution that united the pharmaceutical supply chain actors worldwide is the introduction of track-and-trace systems, based on product serialization and verification. The European Union also adopted this solution, and its official operation began in 2019. Each Member State has specifics that have to be accounted for in the national transposition process and should influence the system design and functionalities. In Bulgaria, the responsible authorities seriously delayed to adopt an adequate legal and regulatory framework to support its smooth operation. This created many problems for some of the key supply chain participants-the wholesalers. Since the European system is not a full track-and-trace solution, their role in the verification process is limited and left to the national authorities to decide how to regulate it. At present, more than one year after the launch of the system, the national bylaws that should regulate their activities with reference to the European policy are still not enforced. The wholesalers are left to align their operations in a regulatory vacuum that may compromise the effectiveness of the policy and lead to sanctions for noncompliance.

International organizations, pharmaceutical companies and national governments developed a wide variety of measures to combat their pervasive penetration into the legal supply chains. However, the lack of harmonization, broad acceptance and legally bound enforcement obstructed their endeavours. The unsatisfying outcomes resulted in enhanced supranational cooperation focused on strengthening the pharmaceutical regulatory frameworks and the improvement of patient protection. In 2011 the European Union joined the global fight with the adoption of Directive 2011/62/EU that became known as the Falsified Medicine Directive.
