La investigación doctoral que estamos llevando a cabo se realiza desde octubre 2012 en el marco d... more La investigación doctoral que estamos llevando a cabo se realiza desde octubre 2012 en el marco de un contrato de colaboración científica francés entre la región Provence-Alpes-Côted'Azur (PACA), la municipalidad de Vitrolles y el Laboratorio "I3M" y tiene como tema de análisis la participación de los ciudadanos en los proyectos de desarollo sostenible puesto en ejecución al nivel de las entidades territoriales. Por un lado, se trata de poner a prueba las estrategias que las entidades territoriales han ejecutado para situarse en la actividad del público al primer grado de la participación : informarse. Por otro lado, tratamos de analizar la participación del público en un contexto de surgimiento de una nueva cultura digital dentro de la cual se encuentran prácticas creativas cualificadas de « remix» (Monnoyer-Smith, 2011) y búsquedas de informaciones fortuitas. El primer objetivo es confontar estas nuevas prácticas con la democratización de las funcionces utilizadas por el curator : recolectar, seleccionar, clasificar, archivar y difundir las informaciones. El segundo objetivo busca confrontar las nuevas prácticas con el posicionamiento de los productores de contenidos a través de los distintos espacios de sociabilidad de la web.

With the very short hindsight of around ten years of a process of the test-error type focused upo... more With the very short hindsight of around ten years of a process of the test-error type focused upon in our paper, namely territorial intelligence, we suggest as a theoretical framework the notion of territorial intelligence as the capacity for collective intelligence over a territory or as the result of a joint representation. We base our argument on the experience accumulated along a professional career, both in companies and in research, in France and abroad, along with a theoretical anchoring in several experiments, studies, applications of a practical nature, both current and future, going beyond the obsolete subdivision between theory and practice. We then describe the informative and organizational context of our contribution in a first part entitled “Devices and Organization,” with consequences stemming from the combination of digital technology and distance and the links to organizations in a context of contemporary economic competition. Second, we define and present territorial intelligence as a scientific field, including its constraints on observation, analyses and practices for the researcher-practitioner working in one of the social sciences. Third, we emphasize by illustrating it what makes sense in the field of territorial intelligence, namely the organized transfer of skills between the local actors. What nobody calls horizontal coordination should be called in our sense an adaptation, even a necessary change, because it is a vital behavior. We illustrate our viewpoint by drawing support from two applications associated with research.

La vision statique du territoire a vécu et le brouillage des territoires et des références spatia... more La vision statique du territoire a vécu et le brouillage des territoires et des références spatiales qui en résulte pose problème à tout acteur local dans la mesure où il fonctionnait sur la délimitation territoriale de ses compétences. L'espace invisible prend un poids croissant et la dynamique territoriale contemporaine suppose une communication double : bottom up et signal down. La complexité qui résulte de l'intrication de l'espace physique et virtuel nécessite la captation puis l'utilisation d'une quantité plus grande d'information de qualité sur le territoire. Nous présentons dans cet article les caractéristiques de l'intelligence territoriale en tant que théorie et démarche ascendante d'intelligence collective.
