The development of strategies to reduce vulnerability and increase adaptation to global changes h... more The development of strategies to reduce vulnerability and increase adaptation to global changes has become a major challenge for sustainable urban development, but urban vulnerability and adaptation are not easy concepts to understand. The objective of this study is to review the dialectic relations between vulnerability and adaptation and to show how integrating vulnerability perception into local urban management induces a chain of complex processes. There will be unwanted backwards loops appearing within this chain. This may explain that the willingness of cities to adapt to climate change can, far from the objective pursued to reduce their vulnerability, create on the contrary the conditions of future catastrophic events.

ABSTRACT After the entry into force of the Kyoto Protocol, the discussions focus on the future co... more ABSTRACT After the entry into force of the Kyoto Protocol, the discussions focus on the future commitments to be subscribed after 2012. The aim is both the setting up of a coalition as large as possible for the inclusion of the developing countries, and the financing of a general reorientation of the world energetic structure. In this prospect, this paper explores the respective advantages of a regulation by quantities or by prices. Taking into account the inherent weaknesses of the Clean Development Mechanism, we argue in favour of an international carbon tax which appears more relevant for the future of the international cooperation against climate change.

What is at stake is both to broaden and to strengthen the quantified targets within the Kyoto Protocol. This implies that equitable commitments based on a progressive contraction-convergence of emissions may be defined.
