Selangor state government sponsors public ICT hubs in order to address the digital divide issues especially in the rural area. This study was designed to determine the factors that influence the success and sustainability of ICT hubs that were provided by the Selangor State Government, Malaysia. Detailed analysis of 26 ICT hubs through questionnaires, interviews and observation were conducted. The results contributed to the formulation of 27 influencing factors and were categorized to three-perspectives: technology (five factors); organizational (sixteen factors); and environment (six factors). Unfortunately researcher found the vital research knowledge in IHL (Institutions of Higher Learning) are scattered, unstructured and unorganized. Aiming on lay aside c onceptual foundations for understanding and developing OMS (O rganizational Memory System) to facilitate research in IHL, this re earch revealed ten factors contributed to the needs of research in t e IHL and seven internal challenges of IHL in promoting research to their academic members. This study then suggested a comprehensive support o f managing research knowledge using Organizational Me mory System (OMS). Eight OMS characteristics to support researc h were identified. Community ICT hubs provision in rural areas has been recognised as a promising tool to improve IC... more Community ICT hubs provision in rural areas has been recognised as a promising tool to improve ICT literacy especially in developing regions. However, there are particular challenges in sustainable community ICT hubs provision that lead to low success rates and consequently derive economical, institutional, social, and cultural aspects consideration. The purpose of this study is to identify and understand the sustainability criteria of community ICT hubs implemented at 9 districts in one of the most progressive states in Malaysia. This study uses case study as a strategy to collect its qualitative data through document review, observation, and interview involving 92 respondents. There are 8 sustainability criteria discovered, grouped within 3 sustainability dimensions: social/cultural; economical; and institutional.

Information System (IS), has been extended to Knowledge Management System (KMS) focusing on knowl... more Information System (IS), has been extended to Knowledge Management System (KMS) focusing on knowledge as main contents instead of information. While KMS evolving rapidly, with the awareness of treating knowledge as an organizational memory, evolved Organizational Memory System (OMS). The three tools (IS, KMS and OMS) are to manage data, information and knowledge in organization, have stimulated confusion to the beginners of Information Technology (IT) practitioners. The aim of the paper is to provide a document that able to stimulate rich understanding of OMS from KMS and IS concept. This was done by identified eight descriptions of OMS and comparing twenty characteristics of IS, KMS, OMS extracted from previous studies. Finally we use the results to identify necessary consideration for developing OMS. The identification was presented in the form of OMS development model. Future study can be done to verify the model.

There are a lot of approaches to organise and manage knowledge. One approach that has been found for so long but has not been explored to its optimum is taxonomy approach. This paper presents how taxonomy approach is able to provide an alternative solution to managing and organising knowledge in the institutes of higher learning (IHL). In the study, qualitative methods namely document analysis using thematic analysis, observations, and semistructured interviews were employed during data collection. This study highlights the taxonomy concept and approach, and proposes a corporate taxonomy framework in IHL environment. A clear taxonomy concept and approach discussed in this article is for the future development and implementation of the taxonomy in IHL.

Innovation has long been recognized as an important driver and cultivator for organization growth... more Innovation has long been recognized as an important driver and cultivator for organization growth and production of quality new product and services. There are several innovation measurement models or frameworks that can be used to assess innovation. Innovation value chain is one of the assessment tools that can be used to assess innovation process in a given organization. The innovation value chain assessment finding can be used to help organization identify the weaknesses of the innovation process in the organization. This paper presents the status of innovation value chain in one of Malaysia Public Research Institutes and Government Agencies and proposes guidance on how to improve on the identified weaknesses. A survey questionnaire was sent to 140 staffs in an organization representing one of Malaysia Public Research Institutes and Government Agencies. The finding of the study shows that there existed an innovation culture in the selected organization which promotes innovation within the organization. However, they need to improve on some of areas related the processes along the idea generation, conversion and diffusion phase. The result of this research shows that there existed weaknesses and recommends a guidance that could be beneficial for organization that have same problem scenario.
