Historical Perspective on the Ideologies of Motherhood and its Impact on Social Work

Throughout history, many attempts have been made to construct femininity. Women were chained to t... more Throughout history, many attempts have been made to construct femininity. Women were chained to their homes by various rituals, customs and traditions that acted as unwritten laws which must be complied with. The construction of femininity was the most intense in times of industrialisation when migration from the countryside to the city was at its height. Social relations became more complex, with private life in rural communities no longer being subject to an effective social control. The modernization and emergence of new roles and power centres during the late 19th century deprived women of even those rights that they had enjoyed until then. There were several ways in which they were restricted and their roles and social positions determined. The most important were those that were a result of discourses on femininity. In this article, we will concentrate on the ideologies of motherhood and their impact on early social services for women and single mothers. We will restrict ourselves to early 20th century Europe, when contemporary divisions into the east and west, the north and the south had not yet been in place. Although in many ways the constructions of reality have specific local features, feminist theory has shown that the ideologies of motherhood place women in similar positions in the most part of the world. This article will therefore adhere to the general overview that does not comprise specific dimensions of the construction of motherhood within different and specific cultural, social and political contexts.

Prva je obsegala opozarjanje na dolge čakalne roke in težko dostopnost pomoči za mlade (kar se je nanašalo predvsem na pedopsihiatrične obravnave in v manjši meri na dostopnost svetovalnih/psihoterapevtskih obravnav). Druga smer je poudarjala problem mladih s pridruženim za okolico motečim, tudi nasilnim vedenjem. Mediji so opozarjali na pomanjkanje primernih strokovnih obravnav za take mlade. Omenjali so, da je na voljo nedopustno premalo celostne in medresorsko povezane strokovne pomoči, da se nanjo predolgo čaka, da v nekaterih regijah sploh ni dostopa do nje in da je pogosto izvajana na neustrezen način. Vseeno pa je v medijskem diskurzu, ki je sicer po našem mnenju upravičeno opozarjal na manko dostopnosti pomoči oz. sistemske ureditve, bilo po našem mnenju zaznati nevarne tendence individualiziranja odgovornosti, slikanja mladostnic_kov v stiskah...

Governmental measures to prevent the spread of the disease have increased the need for assistance to various groups of people but at the same time limited their access to social services. The main research question was to what extent social workers and social services were able to reorganise and adapt to crisis conditions and how this relates to the role of social work in society. Data were collected using mixed methods: online survey and interviews with social workers. Content analysis and selective coding, thematic analysis and univariate descriptive statistics were used for data analysis. The analysis shows that the ability of social workers to respond to the growing and changing needs of people during the pandemic depended on the context in which they worked. Nowadays, however, flexibilisation rules the labour market, and activation is the primary social policy measure, according to which benefits become conditioned upon inclusion into paid labour, and the state only intervenes in cases of severe poverty. In recent years, alongside changes in social policy, the state has introduced measures against illicit work, including work in private households. The demand for care work is growing, while it is increasingly being relegated to the private domain. Drawing on interviews with informal care workers, we delineate methodological concerns related to conducting qualitative research, arguing that the individualisation of care work has brought increased state control and, in consequence, fear among and marginalisation of care workers. Izvirni znanstveni članek Problemi, ki jih je povzročila epidemija covida-19, niso le zdravstveni... more Izvirni znanstveni članek Problemi, ki jih je povzročila epidemija covida-19, niso le zdravstveni, temveč segajo na več ravni družbenega in zasebnega življenja. Socialno delo bi moralo imeti v izrednih razmerah pomembno vlogo, da bi pripomoglo k ustvarjanju ustreznih odzivov na nove družbene okoliščine. Rezultati raziskave Socialno delo v času covida-19, izvedene v obdobju od marca 2020 do aprila 2021 z uporabo mešanih metod zbiranja podatkov, kažejo, da socialno delo ni imelo vidne vloge pri načrtovanju ukrepov in da so bili socialni učinki vladnih ukrepov spregledani. Centri za socialno delo v Sloveniji niso bili pripravljeni na veliko naravno katastrofo in niso imeli izdelanih ustreznih praks za delo v izrednih razmerah. Na podlagi analize podatkov iz raziskave in z upoštevanjem znanstvenih izhodišč za socialno delo v izrednih razmerah lahko smiselno oblikujemo smernice za delovanje socialnih služb v času epidemije covida-19. Predvsem je pomembno spoštovanje in omogočanje strokovne avtonomije, pomemben je način vodenja, ki naj bo horizontalen in naj omogoča povezovanje in samoorganizacijo zaposlenih, saj to omogoča hitro in učinkovito dogovarjanje med zaposlenimi, to pa veča tako dostopnost do storitev kot zadovoljstvo zaposlenih. V raziskavi se je pokazalo, da so tisti centri za socialno delo, ki so delovali v skladu s to usmeritvijo, delovali bolj odprto za uporabnike storitev in opaznega je bilo več proaktivnega in neposrednega socialnega dela z ljudmi. Ključne besede: izredne razmere, strokovna avtonomija, uporabniki storitev, vodenje, krizno upravljanje, socialne delavke. Dr. Nina Mešl je na Fakulteti za socialno delo docentka za področje socialnega dela. Raziskovalno in pedagoško se ukvarja s procesi podpore in pomoči v socialnem delu, s posebnim zanimanjem za socialno delo z družino.

: The article presents an analysis of the main political attitude to poverty and social inequalit... more : The article presents an analysis of the main political attitude to poverty and social inequality which has an influence on the creation of social policy, and specifically focuses on the policies of economisation, minimisation and stigmatisation aimed at the increased acceptability of social inequalities and reduced significance of poverty; this in turn helps the state neglect the investment of adequate resources to do away with poverty. This state of affairs is illustrated by statistical data on poverty that offer enough information to conclude that poverty needs to be faced immediately while its abolition is still possible instead of letting the poverty level increase and the fight against it become ever harder.

As with all empirical chapters it explores several key themes in relation to food charity in Slovenia: • the history of food charity in the national context and the relationship between the welfare state and charities; • the nature of and drivers behind contemporary food charity provision; • key changes in social policy and their impact on rising charitable food provision; • and the social justice implications of increasing need for charitable assistance with food. The chapter concludes with critical reflections on the future direction of food charity provision in the Slovenia and the implications of this.

The aim of the study was to evaluate knowledge of dementia and attitudes towards people with dementia among Slovenian non-health related students. A total of 1128 students (68.3 % of girls) aged 16.0 years in average (aged between 14 and 19 years) completed the questionnaire. Out of 20 questions and supplementary questions on dementia knowledge, participants were on average able to answer more than fourteen correctly. Respondents differed significantly on three sources. Respondents with relatives with dementia reported higher knowledge, boys reported lower levels of knowledge than girls, and students of secondary technical and vocational school, and of general secondary schools (grammar-school) scored significantly higher on the knowledge questionnaire comparison to students of lower vocational and secondary vocatio...

Strukturne reforme, ki so bile oblikovane v letu 2005, so v javnosti doživele stevilne kritike in... more Strukturne reforme, ki so bile oblikovane v letu 2005, so v javnosti doživele stevilne kritike in nasprotovanja, ki so privedla do tega, da del reformnih nacrtov ni bil izveden, zato je nastal vtis, da se takratna vlada odpoveduje reformnim nacrtom. Vendar so se socialne reforme dosledno izvajale ves cas in se v zadnjem casu se zaostrile. V clanku bomo trditev preverjali z analizo reformnih dokumentov v delu, ki se nanasa na socialno varstvo in socialno zascito. Osredotocili se bomo na konceptualne premike in pomene, ki jih imajo za spremembo v razumevanju socialne države in blaginje ljudi. Zanima nas, kaksni so ucinki sprememb na družben položaj prejemnikov denarnih socialnih pomoci in njihove možnosti preživetja.

The eighth chapter, which explores women’s physical fitness, seems to sit a little uneasily apart from the concerns with clothing that are the central focus of the book. Either the discussions on beauty needed to be more developed or perhaps the book more clearly organized into separate sections on beauty and fashion. Chapter 9 is a fascinating exploration of the British reaction to Parisian couture after the liberation of France. Before the liberation, Picture Post had run articles indicating that Parisian fashion remained luxurious and opulent but had become the preserve of Nazi women and French collaborators, rather than French women generally. After the liberation, the magazine’s tone shifted: it now claimed that French designers had served the French people by keeping French men and women in the needle trades employed during the difficult German occupation. A final short conclusion reiterates Howell’s claims for the usefulness of Picture Post as an archive of popular taste. Howell’s descriptions of the various articles on clothing and beauty that Picture Post ran between 1938 and 1945 show the potential of the magazine to serve as an important archive for historians of dress and fashion. The book has some issues, however. As already indicated, several of the chapters would have benefited from being more clearly integrated into the study. As well, a content analysis would have strengthened Howell’s claim that this was an activist magazine, since the percentage of the magazine’s content devoted to such subjects would be clear. Finally, and most crucially, the book would have benefited from being situated more firmly within a critical context. Howell tends to accept at face value the claims of the magazine’s editors, writers, and photographers that they were determined to be truthful and to bring injustices to light. Such claims need to be interrogated much more critically than Howell has done in order to prove that the magazine is indeed as reliable an archive as she argues. Howell has done historians a service by sharing the riches of Picture Post, but further work needs to be done in order to appreciate this source’s strengths and weaknesses.

Social work in Slovenia and elsewhere is traditionally connected to surveillance, whether directl... more Social work in Slovenia and elsewhere is traditionally connected to surveillance, whether directly linked to the work of the courts (juvenile courts, divorces, etc.) or authorised to disturbing people's privacy without their consent (e.g. removing children from families, their placement in foster families, etc.). As early as in the 1970s and 1980s awareness of the power that stems from these authorisations led to specific conceptual shifts that enabled people to maintain control over their lives despite these interventions. That period saw discussions about the conflict between care and surveillance, a double or even triple mandate of social work, while later on the concepts of empowerment, advocacy, and participatory approaches have developed. The essence of these approaches was to raise awareness of the power used to establish authoritative relationships between experts and beneficiaries that did not allow for problems to be resolved because that would make beneficiaries lose control over their lives. At the moment we are facing a new type of supervision that is no longer linked to the judicial system and legal powers, but is part of social policies, which are becoming more and more repressive. These policies aim at strengthening individual responsibility and an individual's culpability for the situation he or she is faced with. These policies especially affect the unemployed and the beneficiaries of financial allowances or some other social financial benefits. Consequently, social work is faced with new expectations regarding participation in supervision and in punishing the behaviour and identity of the beneficiary, which leads to significant gaps between theory and practice of social work.

The purpose of this study was to determine the incidence of abuse in healthcare system during pre... more The purpose of this study was to determine the incidence of abuse in healthcare system during pregnancy and its impact on pregnancy outcomes. A validated screening Norvold Abuse Questionnaire for the identification of female victims of four kinds of abuse: emotional, physical, sexual, and the abuse in the healthcare system was anonymously offered to all women in the first 2 days postpartum. The study group consisted of 1018 women, 6.2% of which reported experiencing abuse in heath-care system during pregnancy. Affected women had a higher incidence of preterm delivery (OR 2.4; 95% CI 1.2-4.8) and cesarean section rate (OR 2.0, 95% CI 1.1-3.6). Sexual abuse and abuse in heath-care system during childhood were associated with abuse in heath-care system during pregnancy (OR 4.4; CI 95% 1.2-16.2, and OR 6.9; CI 95% 1.3-35.4, respectively). The aim of the survey was to assess the differences in disclosure by the type of violence to bett... more The aim of the survey was to assess the differences in disclosure by the type of violence to better plan the role of health services in identifying and disclosing violence. A validated, anonymous screening questionnaire (NorAQ) for the identification of female victims of violence was offered to all postpartum women at a single maternity unit over a three-month period in 2014. Response rate was 80% (1018 respondents). Chi square test was used for statistical analysis (p<0.05 significant). There are differences in disclosure by type of violence. Nearly half (41.5%) of violence by health care services was not reported, compared to 33.7% physical, 23.4% psychological, and 32.5% sexual that was reported. The percentage of violence in intimate partnership reported to health care staff is low (9.3% to 20.8%), but almost half of the violence experienced by heath care services (44%) is reported. V clanku bomo trditev preverjali z analizo reformnih dokumentov v delu, ki se nanasa na socialno varstvo in socialno zascito. Osredotocili se bomo na konceptualne premike in pomene, ki jih imajo za spremembo v razumevanju socialne države in blaginje ljudi. Zanima nas, kaksni so ucinki sprememb na družben položaj prejemnikov denarnih socialnih pomoci in njihove možnosti preživetja.

The eighth chapter, which explores women’s physical fitness, seems to sit a little uneasily apart from the concerns with clothing that are the central focus of the book. Either the discussions on beauty needed to be more developed or perhaps the book more clearly organized into separate sections on beauty and fashion. Chapter 9 is a fascinating exploration of the British reaction to Parisian couture after the liberation of France. Before the liberation, Picture Post had run articles indicating that Parisian fashion remained luxurious and opulent but had become the preserve of Nazi women and French collaborators, rather than French women generally. After the liberation, the magazine’s tone shifted: it now claimed that French designers had served the French people by keeping French men and women in the needle trades employed during the difficult German occupation. A final short conclusion reiterates Howell’s claims for the usefulness of Picture Post as an archive of popular taste. Howell’s descriptions of the various articles on clothing and beauty that Picture Post ran between 1938 and 1945 show the potential of the magazine to serve as an important archive for historians of dress and fashion. The book has some issues, however. As already indicated, several of the chapters would have benefited from being more clearly integrated into the study. As well, a content analysis would have strengthened Howell’s claim that this was an activist magazine, since the percentage of the magazine’s content devoted to such subjects would be clear. Finally, and most crucially, the book would have benefited from being situated more firmly within a critical context. Howell tends to accept at face value the claims of the magazine’s editors, writers, and photographers that they were determined to be truthful and to bring injustices to light. Such claims need to be interrogated much more critically than Howell has done in order to prove that the magazine is indeed as reliable an archive as she argues. Howell has done historians a service by sharing the riches of Picture Post, but further work needs to be done in order to appreciate this source’s strengths and weaknesses.

Social work in Slovenia and elsewhere is traditionally connected to surveillance, whether directl... more Social work in Slovenia and elsewhere is traditionally connected to surveillance, whether directly linked to the work of the courts (juvenile courts, divorces, etc.) or authorised to disturbing people's privacy without their consent (e.g. removing children from families, their placement in foster families, etc.). As early as in the 1970s and 1980s awareness of the power that stems from these authorisations led to specific conceptual shifts that enabled people to maintain control over their lives despite these interventions. That period saw discussions about the conflict between care and surveillance, a double or even triple mandate of social work, while later on the concepts of empowerment, advocacy, and participatory approaches have developed. The essence of these approaches was to raise awareness of the power used to establish authoritative relationships between experts and beneficiaries that did not allow for problems to be resolved because that would make beneficiaries lose control over their lives. At the moment we are facing a new type of supervision that is no longer linked to the judicial system and legal powers, but is part of social policies, which are becoming more and more repressive. These policies aim at strengthening individual responsibility and an individual's culpability for the situation he or she is faced with. These policies especially affect the unemployed and the beneficiaries of financial allowances or some other social financial benefits. Consequently, social work is faced with new expectations regarding participation in supervision and in punishing the behaviour and identity of the beneficiary, which leads to significant gaps between theory and practice of social work.

The purpose of this study was to determine the incidence of abuse in healthcare system during pre... more The purpose of this study was to determine the incidence of abuse in healthcare system during pregnancy and its impact on pregnancy outcomes. A validated screening Norvold Abuse Questionnaire for the identification of female victims of four kinds of abuse: emotional, physical, sexual, and the abuse in the healthcare system was anonymously offered to all women in the first 2 days postpartum. The study group consisted of 1018 women, 6.2% of which reported experiencing abuse in heath-care system during pregnancy. Affected women had a higher incidence of preterm delivery (OR 2.4; 95% CI 1.2-4.8) and cesarean section rate (OR 2.0, 95% CI 1.1-3.6). Sexual abuse and abuse in heath-care system during childhood were associated with abuse in heath-care system during pregnancy (OR 4.4; CI 95% 1.2-16.2, and OR 6.9; CI 95% 1.3-35.4, respectively). A validated, anonymous screening questionnaire (NorAQ) for the identification of female victims of violence was offered to all postpartum women at a single maternity unit over a three-month period in 2014. Response rate was 80% (1018 respondents). Chi square test was used for statistical analysis (p<0.05 significant). There are differences in disclosure by type of violence. Nearly half (41.5%) of violence by health care services was not reported, compared to 33.7% physical, 23.4% psychological, and 32.5% sexual that was reported. The percentage of violence in intimate partnership reported to health care staff is low (9.3% to 20.8%), but almost half of the violence experienced by heath care services (44%) is reported.
