The research method is primarily a type of phenomenological inquiry that employs a variety of evaluative data-gathering techniques. The first two chapters describe the background and complexity of children's literature, moral education, and the relationship of the two areas. The third chapter details a model of inservice education to respond to teachers' needs in attempting to provide for moral education as a deliberate part of the school's agency. The fourth chapter is an account of a case-study seminar based on the study's model of inservice education. The fifth chapter discusses conclusions, implications, and new questions resulting from the study.

The middle grades, in particular, present extreme needs and opportunities for collaboration because these years have been relatively lieglected in the elementary secondary spectrum of education. Well-focused collaborative research tailored to the needs of the middle school student is needed to improve programs and develop appropriate reading strategies. Recommendations for improving collaborative research at the middle school level ;nclude: (1) focus on student achievement rather than control issues; (2) involve administration for support and improved understanding of the middle grades; (3) provide more incentives for LEA/IHL partnerships; (4) include more research methods and action research opportunities in teacher and administrator preparation; (5) lobby for better federal and state support for educational research; (6) use technology to enhance collaborative research; and (7) demonstrate more active suppert by LEAs and IHLs for each other. Success in collaborative efforts is most promising for models that are jointly controlled, involve practitioners and administrators at the outset, are long-term, and are built on mutual trust. (SLD)

USM is one among eight public and private institutions in Mississippi that are currently redesigning their administrator-preparation programs in accordance with state mandates and the needs of their students. USM's initial reform proposal was not accepted by the state panel, causing reform efforts at USM to be accelerated, with the help of the university's administration. Teaching loads were reduced so that faculty could focus on reform provisions, and a consulting team helped the faculty recognize the necessity of reform and outlined the means for achieving meaningful change. Subsequently, the department began to think in terms of what students coming through the program should know and be able to do. Working groups were formed and the consultants conducted a variety of professional-development sessions for faculty.
