This mix allowed the widest possible participation while maintaining the community spirit of the conference. All in all, 65 papers were presented in 16 sessions from participants from more than 38 organizations worldwide. About 100 academicians attended the conference online or in person. Out of the 108 submissions received for the conference, 43, which have completed the peer review process, are published in this volume in full text format and 10 as title-abstract only, since the authors wish to publish the full text in an academic journal. A considerable amount of time and effort is put into evaluating and formatting the papers for the book. Each paper undergoes a rigorous three-stage selection process. We would like to thank our reviewers, scientific and organization committee members who contributed their valuable time and support to evaluating every paper. Additionally, we would like to extend our gratitude to Dr. Alp Gencer, who designed our web platform with great patience, despite all the difficulties, and prepared the proceedings for publication, as well as Fatih Akkuş, who built and ran the online backbone of the conference. Azerbaijan acquired huge revenues from oil being oil exporting country like Russia and Kazakhstan and those revenues were pooled to make fund for transit period. But other sectors, especially agriculture shrank down despite its traditional and special place. Nevertheless losing revenues with fall in oil prices since end of 2014, Azerbaijan realized the important share of agriculture sector and agricultural export.. This study investigates Azerbaijan agricultural policy in 2016 due to oil price fluctuations and main steps that government should take in order to eliminate Dutch Disease and increase non-oil sector and also applicability of agricultural policy of main CIS agricultural product export countries. At the end some suggestions are given on agricultural policy. Despite successful results on reconstruction economy on market based economy, integration into global economy through huge projects, there are still questions like efficiency management of free market economy; required reforms in oil price volatility need answer. The research explores post-pandemic travel intentions, the availability of travel funds and accom... more The research explores post-pandemic travel intentions, the availability of travel funds and accommodation preferences in Bulgaria and Azerbaijan – two countries with similar demographic and territorial characteristics but relatively different consumption patterns and tourist behaviour. In both countries, tourism forms a major part of the national economy and it has been hit by the ongoing COVID-19 pandemic. The findings reveal major differences between the responses received in these countries in terms of how respondents perceive the current phase of the pandemic, and of post-pandemic travel intentions. The study concludes that it will be difficult to implement a common strategy for a post-pandemic tourism recovery.

This characteristic comes from the geopolitical position of Azerbaijan. Located in the region of the Southern Caucasus, Azerbaijan has huge natural resources, which triggered the development of economy. The integration of Azerbaijan economy with the world economy and transition to free market economy were the choice of Azerbaijan. Cooperation between Turkey and Azerbaijan in the energy has a multi-faceted structure. It is now widely recognized that Turkey-Azerbaijan relations have always been strong and described with the phrase "one nation with two states". Energy has a special place in the relationship between the two countries. Azerbaijan's economy, energy sectors of Azerbaijan and Turkey has been assessed. Moreover, this paper gives a comparative analysis on economic relationship between Turkey and Azerbaijan. This study finally discusses the main trends and contributions of energy projects on Turkey-Azerbaijan relations. This research evaluates the investments of rich oil and natural gas source owner and the most blooming country of the world-Azerbaijan's investments in Turkey energy sector and its impacts on both these economies. After giving brief information about economy of Azerbaijan, the research analyzes SOCAR's investment on petrochemical institution in Turkey Petkim which was purchased under Turkish privatization master plan. Star Refinery which began to be built on Petkim peninsula, electric powerplants and port investments were examined under several titles. Additionally, the research gives entire information about the investments on Trans Anatolia Natural Gas Pipeline (TANAP) which was signed at the end of 2011 and evaluates its impacts on Azerbaijan-Turkey Economic Calibrations.

BTQ dəmir yolu Azərbaycan üçün siyasi, iqtisadi və strateji layihə deməkdir. Layihə həmçinin Azərbaycanın bölgədəki siyasi mövqeyini gücləndirəcək və tranzit nəqliyyat mərkəzinə çevriləcək. A small piece in Silk Way that connects Far East and West Europe plays key role as it in the middle. The project will bring not only earning from transportation, but also stability to the region, social and economic prosperity to each three country. Azerbaijan is attempt side and Georgia as bared most cost is in the middle of the project. BTK railway means political, economic, and strategic project to Azerbaijan. Also the project will empower political position of Azerbaijan in the region and turn Azerbaijan into transit transport center. Besides, it requires more investments into buying new tankers, cargo ships, modernize and expand ports to work intensively. In order to use the project efficiently, need to establish optimal marketing and incentive strategy, simplifying custom procedures among neighbor countries, determine tariffs for cargo and passengers, modernize ports and routes. Besides Azerbaijan, all countries joining to the project will get benefit through increase in logistics and in tourism potential, connecting Caspian Sea with Back Sea. BTK will deliver cargos through both ports and intermodal containers which is important to international logistics in terms of secure, reliable, intensive, continuous, timeliness and affordable, and build relationship among the countries.

Dogal kaynak zengini olan uc ulke, ozellikle bagimsizlik sonrasi donemde onemli petrol projeleri gerceklestirerek buyuk petrol gelirleri elde etmistir. Uc ulkenin de ihracat kalemlerinin onemli bir orani petrol ve petrol urunleri olmasindan dolayi, ozellikle 2000 sonrasi donemde buyuk gelirler elde etmisler ve bu gelirlerle de bir cok onemli sosyal ve ekonomik problemleri cozume kavusturmuslardir. Azerbaycan, Rusya ve Kazakistan petrol gelirlerini ekonominin yapilanma surecinde kullanarak gecis ekonomisi surecini de hizlandirmislardir. Ancak petrol gelirlerinin bu tur olumlu etkileri yaninda literaturde "dogal kaynak laneti"olarak adlandirilan olgu da bu uc ulkeyi pas gecmemistir. This unfavorable fluctuation had negative impact on real sector in these countries. Particularly finance, construction and service sectors have gotten damages and overall economies began to shrink down. The main wealth of Azerbaijan as of any other country consists in its human potential.
The main function of the govemment is to develop human resources by investing first of all in
education, public health, science. In this case the human resowces become inexhaustible. No
success in financial-economic field can be equivalent to human resources'
The official statistic data prove the fact that in the last years in this country appeared the
general trend of economic growth, we observed certain positive progress in the living
standard of population. Still the growth of real income did not lead to substantial reduction of
number of the poor, the income of the majority of population was lower than subsistence. It is
necessary to conduct immediate social reforms giving priority to the fast reorganization of
level and of living style of population.
The world experience demonstrates that to raise the quality of life of people it is not enough
to raise the level of their income. The important role belongs to the problems of equitable
distribution of opporhrnities for earning money, for receiving education, for medical
assistance, for social service and for other social-cultural welfare.
Besides that, an obligatory condition {or a quality growth of economy and for development of
people's welfare is improvement of the institutional base for changes: lowering of
id*ittirtrutive barriers, de-bureaucratization of economy and of state officials, regulating the
iicenses issue, control and registration.
An important positive factor is as well the efficient work of regulation bodies, the existence in
this country of civil liberties and development of the involvement processes, "transparency"
and accountability in the government institutions.
The present study is dedicated exactly to the issues of effectiveness of work of government
institutes in providing social services and in creating favorable conditions for private sector
activities.
Sosyal ve ekonomik çevredeki hızlı değişim ile bilgisayar teknolojisinin birleşmesi yaşamdan veri kazanım sürecini hızlandırmıştır. Artık geçmişe nazaran daha kaliteli veri, hızlı bir biçimde elde edilerek araştırmacıların hizmetine sunulmaktadır. Bugün için ilgilendiğimiz her hangi bir ülkeye ait verilere anında ulaşabilme şansına sahip bulunmaktayız. Hal böyle olunca elde edilen bu verilerin doğru bir şekilde analiz edilerek yorumlanması gerekmektedir. Bu amacın gerçekleşmesine Ferhat Rahmanov ve Valeriy Truhov yazdıkları “Ekonomik ve Hukuki Değişkenlerin Dinamik Analiz Yöntemleri” isimli eserle katkıda bulunmuşlardır.
Bu eserde ekonomik ve sosyal alanda kazanılan verilerin çözümlemesinde kullanılan temel yöntemlerin ilk önce kuramsal yapısı tanıtılmıştır. Daha sonra tanıtılan yöntem ile ilgili verilen uygulamalar okuyucunun yönteme aşina olmasını sağlamaktadır. Çok sayıdaki örnek uygulama ve alıştırma yaşamdan kazılan verilerin en iyi şekilde analizine okuyucuyu hazırlamaktadır. Bu açıdan bakıldığında hazırlanan eser veri analizi konusunda çalışanlara tatmin edici düzeyde bilgi vermektedir.
Veri analizi konusundaki hazırlanan eserler temelde ekonomik veriler üzerinedir. Bu eser ise günlük yaşamda adalet ve güvenlik sisteminden kazanılan verilerin nasıl ele alınacağı konusunda da okuyucuya bilgiler vermektedir. Özellikle günümüzde adalet istatistiklerinin ihmal edilmesi ve araştırmacıların bu konulara eğilmemesi büyük eksiklik doğurmaktadır. Bu eserin en önemli yönü hukuk işlemlerinden elde edilen verileri analiz ederek bu eksikliği kapatmaya çalışmasıdır.
