Elle vise a cerner le role actuel des plateformes et les enjeux qu’elles soulevent au sein de l’ecosysteme de production et de diffusion culturelles. Realisee en partenariat avec Culture pour tous et Competence Culture, la demarche a permis d’evaluer l’etat des recherches scientifiques au regard des preoccupations des milieux culturels quant a la participation culturelle numerique. La problematique a ete decoupee en quatre axes : 1) Les plateformes participatives et leurs usages culturels; 2) Les publics et leurs pratiques culturelles sur ces plateformes; 3) Les strategies deployees par les acteurs culturels sur les plateformes; 4) Les politiques publiques sur la participation culturelle numerique.

This chapter considers how the practice of design takes place in a city like Montreal, where it h... more This chapter considers how the practice of design takes place in a city like Montreal, where it has been widely promoted in the last decade. It focuses on designers who create everydaylife objects and, more specifically, on the visual environment that characterises the design boutiques in Montreal's Mile End district. It shows that the aesthetics of these spaces are developed around a set of values, namely authenticity, materiality and hospitality. These aesthetics are crucial to distinguish design products and signal to potential clients that these products belong to an alternative version of the market economy. Yet, the aesthetics of these boutiques contribute to an aesthetics of gentrification, which raise questions about the local culture, the history of the neighbourhood, and its population.

Accounts of critical historiography that question the ways in which Canadian art history has been... more Accounts of critical historiography that question the ways in which Canadian art history has been written remain relatively rare. The study of art historiography has developed largely from an international perspective in the few last decades, and some books are now seminal texts on the life and vision of the first art historians (Gombrich 1997), on the way art history was constituted as an academic discipline (Therrien 1998), or on the central role played by museums as legitimizing institutions in the construction of national collections (Bennett 1995). However, only a few scholars have undertaken studies of these important topics in the Canadian context. A few years ago, a detailed biography of the first Canadian art historian (Hazan 2010) unveiled how the discipline took root in this country. Nevertheless, the role of art museums and institutions in the construction of the Canadian visual art scene remains largely unexplored. In her book Spaces and Places for Art: Making Art Institutions in Western Canada, 1912–1990, Anne Whitelaw offers an account built at the intersection of historiography and museum studies that can be situated in this broad intellectual effort of critically assessing the development of Canadian art history. Indeed, the book turns to the historical development of a network of art institutions in the four western provinces (Manitoba, Saskatchewan, Alberta and British Colombia) to illustrate the complicated dynamics between regional and central institutions that have characterized the development of this network.

While the individual chapters are once more rather brief, they provide useful summaries and thus will undoubtedly be of use also for cultural policy researchers and policy-makers who may not be too familiar with popular music studies from before-hand. The brevity of the chapters may in fact highlight the interconnections between them, as for example questions about intellectual property are intimately tied up with issues of regulation and digitisation. To sum up, Popular music: topics, trends and trajectories is a textbook primarily for undergraduate students. Despite its ahistorical and taken-for-granted stance towards the notion of ‘popular music’ itself, it offers a concise overview of the musical field in question at the beginning of the twenty-first century.

This concept relies upon the moral obligation an ethnographer has to carefully construct a film without being invasive, insomuch that they do not alter the naturally occurring event as it happens. This notion is similar to how an ethnographer would currently approach filming human participants; however, a key distinction is around what is defined as non-human, inclusive of animals, rocks, trees and the land. Central to this idea is that ethnographers pose an ethical risk that invades, disrupts and challenges natural spaces, suggesting that this type of work should be approached with the same sensitivity and care that would apply to filming human participants.

Cet article examine le rôle des groupes d’intérêt du secteur culturel dans l’élaboration de polit... more Cet article examine le rôle des groupes d’intérêt du secteur culturel dans l’élaboration de politiques publiques et les relations qu’ils entretiennent avec le gouvernement dans un tel contexte. L’analyse est basée sur une étude de cas, soit le conflit qui a opposé ces groupes d’intérêt au gouvernement lors du dévoilement du premier plan d’action gouvernemental sur les langues officielles en 2003. À partir de documents d’archives et d’entrevues avec les principaux protagonistes du conflit, l’article dégage trois tensions qui marquent l’activité de ces groupes d’intérêt : une confusion entre l’intérêt public et les intérêts particuliers, une ambiguïté dans les relations avec le fonctionnariat et une rivalité entre les différents groupes d’intérêt. L’article permet ainsi de dégager une perspective critique sur l’action des groupes d’intérêt du secteur culturel et de mieux comprendre leurs rapports avec les membres de la communauté politique au sein de laquelle ils sont actifs.

This paper has two aims: first, to elucidate the changing definitions of cultural participation in relation to digital environments; second, to examine the ways in which cultural policies respond to the new digital conditions of cultural participation. Focusing on Quebec (Canada), this paper is based on a critical review of grey literature in the public policy. We identified three main goals pursued by Quebec cultural policies regarding digital participation: 1) to produce and promote national cultural content; 2) to promote cultural equity; 3) to foster digital equity. The analysis shows that these goals partially exceed the scope of cultural policies to intersect with economic, educational, and youth policies. We also argue that policy frameworks and funding programs in support of cultural policies tend to legitimize an overlap of the social, economic, and political dimensions of cultural participation.

Basé sur cinq études de cas, l’article confronte les propos des responsables de ces organisations aux justifications courantes de la valeur de l’art. Il décrit trois logiques – créative, entrepreneuriale et sociale – qui structurent le développement des organisations étudiées. Ces logiques impliquent des objectifs stratégiques, des formes d’engagement et des marqueurs de succès différenciés qui peuvent mener à des conflits entre systèmes de valeur. L’article offre une analyse des tensions qui peuvent naître de la combinaison des logiques au sein de l’organisation artistique. Si la vision unificatrice portée par les dirigeants permet souvent de sublimer les tensions internes potentielles, celle-ci peut en revanche rendre plus difficile la reconnaissance de l’organisation par les institutions culturelles.

It is based on a series of policy documents issued by the municipal administration between 2005 and 2018. The policy was developed in a context in which Montreal is attempting to rebrand itself as a “cultural metropolis.” Therefore, this policy is analyzed in relation to the creative city model. Three aspects of the policy are explored in detail: the vision of design; the support provided to its production, and its reception. The study concludes with a discussion of the increasing commercialization of the urban space and its relation to this policy.

Elle s’inscrit dans l’implication du CJE aupres des artistes emergents de Montreal. Elle a beneficie d'une subvention du programme d'appui au developpement des secteurs strategiques et des creneaux d'excellence du Ministere du Developpement economique, Innovation et Exportation du Quebec (devenu par la suite ministere des Finances et de l'Economie1). La demarche en deux volets a consiste d’abord a realiser une recension critique de la documentation scientifique recente sur la problematique de l'entrepreneuriat artistique.
