Smart Village project in a rural community which is labeled as Kg Besting
in Malaysia. Specifically, the study intended to address the major issues
faced by the community of farmers, identify the Smart Village indicators
and put forward a strategic plan for the Smart Village implementation. It
was carried out among Malaysian farmers in Kg Besting community in Malaysia.
Data was collected through a survey, focus group interviews and
documents. The quantitative and qualitative analyses of the data revealed
that the major issues faced by the farmers in this community in agriculture
are limited involvement of human capital in agricultural activities, the small
size of land and limited knowledge of using technologies and innovative
techniques to enhance the agricultural processing and production. Other issues
are relevant to Micro Small Medium Entrepreneurs (SMMEs) in Kg
Besting include lack of raw materials and crops, lack of machinery, limited
knowledge and lack of advice and networking on how to ensure mass production
and healthy marketing competition at the regional and global levels.
Thus, the study emphasizes the importance of meeting the community‘s
needs in Kg Besting and offers several useful recommendations. In
conclusion, by incorporating the concept of ―Smart Village‖, the current
study considers the potential Smart Village as an innovative means of
improving rural people‘s life and it introduces a strategic implementation of
the Smart Village project in Kg Besting in three phases; social
empowerment, developing the Smart Village ecosystem and economic
empowerment.

Both qualitative and quantitative data was gathered for this study. Results have revealed that the 1nita portal has given good impact to some, but not all the businesses. Recommendations have been given to ensure that the women entrepreneurs will become competitive at a global level through the exposure to technology-based learning.

The Malaysian National Strategic Framework of Bridging Digital Divide listed three main issues on... more The Malaysian National Strategic Framework of Bridging Digital Divide listed three main issues on the applications of ICT which relate to the access, the adoption and the value of using ICT among Malaysian community. This paper will present the findings of an impact research on the use of telecenters as the catalyst for cyber and e-learning. The research utilized a set of questionnaire, interview and focus group and the total numbers of respondents are 556 Malaysians who utilized 18 telecenters in Peninsular Malaysia. The findings reveal that there is a positive impact on the use of the telecenters among Malaysians and the telecenters need to be transformed to better service and meet one of the needs of the community, which is to access information, and subscribe to cyber learning. The provision of online learning materials and courses will add value socioeconomically, educationally and the livelihood of the marginalized communities. As the vision of the National Strategic Framework is to bridge the digital and mental divide among those at the rural and urban areas and those who haves and those who haves not there is an immediate need to educate the community with the appropriate digital content and upgrade the ICT infrastructure at the telecenters which are the main Internet access point for the marginalized community in Malaysia. The introduction and connection of broadband at the telecenters will also promote easier and faster access to the online information and assist the process of e-learning and cyber learning for all.

This present study is aimed at developing a meaningful hybrid e-training model for ICT trainers b... more This present study is aimed at developing a meaningful hybrid e-training model for ICT trainers by distinguishing the usefulness of its' content, delivery, service, outcome and infrastructure. In doing so, the study sought to establish the content validity, test reliability and construct validate factors affecting usefulness of the hybrid e-training approach. Overall reliability coefficients of the instrument examined when analyzed with SPSS 15.0 using Cronbach Alpha reliability test were .986 while reliability at the scale levels were also acceptable ranging from .886 to .971. Subsequently external construct validity was conducted by employing structural equation modeling using confirmatory factor analysis (CFA) with AMOS 7.0. Overall analyses suggested that the instrument is valid and reliable to measure the usefulness of a hybrid e-Training module or program. Internal consistency was still maintained after CFA with overall reliability coefficient of .959 and at the scale level ranging from .814 to .909. A revised model was developed from the hypothesized measurement model with findings showing evidences for construct validity. Goodness-of-fit measures of comparative fit index (CFI) and non-normed fix index (NNFI also known TLI) were above suggested threshold > .90 (CFI=.943; TLI=.930). The paper will also showcase some of the instructional media and method used in the study to promote good practice of the problem oriented project based hybrid e-training (POPEYE) orientation.

These tests were developed based on UKM's ICT standards for students. The findings revealed that the majority of respondents perceived themselves as having very limited skill and competency in the use of ICT application programs. This perception was confirmed by the students' achievements on both ICT tests. It can be concluded that the first year students in the Faculty of Social Sciences and Humanities at UKM had not achieved the minimum standard of competency in ICT as proposed in the UKM ICT standards. It is suggested that these students be given ICT training and that the lecturers involved should also be equipped with ICT skills to enable integration of ICT in teaching.

In fact, the government has been aggressive in its initiative in providing the necessary environment to empower the people in ICT through various innovations in computer and technology. This paper discusses the impact on a particular community in East Malaysia, with the introduction of a computer innovation named JENii. This product is designed by the Malaysian Institute of Microelectronic Systems (MIMOS). The findings showed that the device is well accepted by the community and several benefits were derived. The paper ends by proposing a framework which can be used as a guide in helping the Malaysian government's initiative in bridging the digital divide and in encouraging its citizens to move towards an e-inclusion society. The framework is named the AI4 framework, which includes access, adaptability, acceptance, attitude, innovation and inclusion.
The diffusion of information and communication technology (ICT) for adoption among the elderly fa... more The diffusion of information and communication technology (ICT) for adoption among the elderly faces the issue of reluctant to adopt and use the technology. Unlike some of the other categories of users, individuals in this category show little interest to use ICT. Reasons for not using ICT among the elderly are fear of the technology, do not know how to use, do not need the computer, and cannot afford to buy computer and fee for Internet connection. As the elderly are perceived to be low ICT literate and fear to technology, their desire to use the technology need to be develop through provision of simple and easy to use technology. A simple gadget called Jendela Informasi Anda (literally translate as your window of information) or in short JENii was developed and introduced to this segment of the population as a strategic step to bridge the age digital divide. JENii contains easy applications and steps to teach the elderly on how to operate the gadget, how to access the content and how to overcome minor technical problems. This paper reports on the findings from the impact study on the use of JENii among the 26 pioneer users in Kota Kinabalu areas in East Malaysia. The focus of the discussion is on perception and experiences of users in using JENii. The study employed survey and focus group discussion. The findings indicate that the users' interest to use JENii depend on the knowledge to operate JENii i.e. to on and off, use the icons, and seek the information. Some users report that they don't use JENii often because they forget how to operate it and the content is not updated.
