This department acts as the centralized administrator for human resources for the whole of the Malaysian Public Service-excluding the Royal Malaysian Police (PDRM) and the Malaysian Armed Forces (ATM)-and determines the career path for all schemes under their purview, which includes officials of the Perkhidmatan Tadbir dan Diplomatik (PTD), the Pegawai Perkhidmatan Latihan dan Vokasional (PPLV) and the Pegawai Perkhidmatan Psikologi (PPPsi). This paper will review the hypothetical leadership succession strategies and any developed models in the Malaysian public sector, through various available literatures, guidelines and processes.

Countries around the world are defined and outlined by the term " border ", be it land, sea or air. Land borders are easy to justify, defined and marked; whilst airspace can also be justifiable through demarcation on agreed air territory. But maritime borders, especially maritime space is very hard to determine. Many countries resolve to the United Nations Convention on the Law of the Sea (UNCLOS) in justifying maritime disputes but some resolve in " defiance " diplomacy: first flag in the disputed area, wins. This paper will examine the issues and challenges of maritime space security and its impacts on national sovereignty, and by referring to the issue specific in the South China Sea.

Tabletop, live action and electronic formats of RPGs have transformed normal human beings into characters of their dreams: pilot, knight, soldier, tycoon, and so forth. But with the advent of technology developments, RPGs have taken a new toll: online terrorism. Terrorist are looking for new ways to plan for attacks, training, developing counter-strategies and to dispel any efforts by anti-terrorist agencies worldwide. This paper will look at the role of RPGs and the birth of new-age terrorism, through psychology aspects and analyze the connection to further provide scenarios of probable incidents, for anti-terrorist agencies to respond accordingly.

Seafarers and traders alike call the Sea as their home, while for some, their “property”. Indeed, it is an area of dispute and unlike any disputes, everyone wants to claim it as theirs. An approach to this would be the use of “soft power”, another type of preventive diplomacy and using the ASEAN-style of diplomacy, dubbed “Prosper Thy Neighbor”. This diplomacy style by ASEAN is used to prevent conflicts and providing resolutions and resolve to any partner of their dialogue relations. How good is ASEAN’s style of diplomacy and how does it contribute to the new art in conflict prevention? This paper will examine ASEAN’s way of conflict prevention and approaches towards stability, while analyzing the situation of the South China Sea, and recommending the way forward in resolving conflicts that has been tantalizing over the years.

Reduction in free time is the only way forward to cut down the idling time of containers and cargos in terminals for both imports and exports. Import declaration process need to be simplified and pre-clearance obtained prior to discharge of consignment to terminal in order to accommodate the reduction in free time in container yards to maximum international standard of 3 days. The use of innovative technology applications to further deliver significant enhancements in efficiency and service customization is needed to facilitate cross-border operations, where Malaysia envisions becoming the regional logistics hub in Asia, should implement solutions to integrate technologies required to realize a seamless logistics systems.

Developing countries in this region are now catching up, so faster progress on logistics development will be crucial to sustaining Malaysia’s competitive advantages. High logistics costs in Malaysia derive from poor transport infrastructure, underdeveloped transport and logistics services and slow and costly bureaucratic procedures for dealing with both exported and imported goods. The balance among these three varies among countries in the region but in each country, a complementary approach to address all of them will be needed to produce a sustainable improvement in competitiveness.

Thus by creating a caucus known as the ASEAN Plus Three (APT), which comprises ten ASEAN Member States and three East Asian nations – mainly PR China, Japan and Republic of Korea – further enhancing the ASEAN organization, through mutual cooperation and understanding in 20 broad areas. But, was it merely a coincidence, due to the Asian Financial Crises of 1997 or was it based incidentally, through the “Asia for Asians” slogan, forged during the Second World War by Japan? This article will provide some insights and observations to the creation of the ASEAN Plus Three Cooperation.

While in the past the issues primarily concern that of military confrontation and conflict, today's maritime concern include among others, organized crimes, environmental degradation, sea piracy, armed robbery against ships, smuggling, hijacking, illegal immigration, search and rescue and the potential threat of maritime terrorism. And with the continued dependence of global commerce on a safe and secure sea lanes and shipping routes to undertake cost effective movement of people, goods and services, the question of safety of navigation and the security of the maritime zones remain of interest to all nations including Malaysia.

Of the diverse problems that impede accurate intelligence analysis, those inherent in human menta... more Of the diverse problems that impede accurate intelligence analysis, those inherent in human mental processes are surely among the most important and most difficult to deal with. Intelligence analysis is fundamentally a mental process, but understanding this process is hindered by the lack of conscious awareness of the workings of our own minds. A basic finding in cognitive psychology is that people have no conscious experience of what happens in the human mind. Many functions associated with perception, memory and information processing are conducted prior to and independently of any conscious direction, What appears spontaneously in consciousness is the result of thinking, not the process of thinking. Weaknesses and biases inherent in human thinking processes can be demonstrated through carefully designed experiments. They can be alleviated by conscious application of tools and techniques that should be in the analytical tradecraft toolkit of all intelligence analysts.

The RMN's plan is for a more capable, responsive and resilient future force that has greater ability to react to premeditated risks wherever Malaysia's defense are engaged. This paper examines the right balance between investment in modern warfighting abilities and the very important enabling establishment and services needed to support and amplify the effectiveness of the naval force. To support this, the RMN has adopted new strategies and approaches to ensure its interoperability and fully prepared for the challenges of the future.

As countries become more border-less, cyber attacks or cyber-based threats are becoming more increased yearly, as easily as dropping a Trojan horse into a computer network, or crippling the entire service infrastructure of a nation. Cyberplanning is a method used to anticipate any cyber situation, be it pre-attack, during the attack and post-attack. This paper will look at the role of Cyberplanning in a nation’s resilience, and provide an idea or concept on national defense and security.
