Professor Emeritus at the University of Tsukuba (Tsukuba, Japan), formerly Director of the Master’s Program in Economic and Public Policy Management (PEPPM) at the Graduate School of Humanities and Social Sciences of the University of Tsukuba. Currently, Visiting Professor at the University of Brasilia (Brazil). Graduate studies in mathematics and in economics at universities in Belgium (Louvain, 1966-7), France (Lille, 1966-8 and Paris, 1968-72) and the USA (Columbia, 1979-82) have led to a PhD in Mathematics from the University of Paris, and a PhD. in Economics from Columbia University. Main areas of specialization in economics are international economics, development economics, and mathematical simulation models. Many books and articles on regional integration, development economics, and Latin America economy, as well as on mathematical fields.Professional activities have included teaching and research posts in several universities and other institutions in Brazil, Chile, France, Korea, Spain, the USA, and Venezuela.

The concept of equity is synonymous with those of fairness, justice, and impartiality. All of the... more The concept of equity is synonymous with those of fairness, justice, and impartiality. All of these are highly relevant to the observation of economic processes but they have, until recently, rarely fitted into conventional economic analysis. Equity considerations are, in part, of a moral nature, and were probably for this reason deemed to be outside the realm of modern economics. On the other hand, the presence or absence of economic equity is obviously related to the long-term sustainability of economic processes and to the overall structural stability of economic systems. In that regard, equity issues are becoming more respectable in economic thinking, and they fit well in such newly flourishing areas of political economy as institutional economics and rent-seeking theory.

Growth is relatively high, inflation is under control, and the budget is balanced. Tariffs have been reduced to a uniform 10 percent, most state-owned firms have been sold to the private sector, and foreign investment is strongly encouraged. Moreover, the transition from a military dictatorship to a democratic government has gone smoothly, and the new civilian administration has kept its campaign promise to maintain the liberal economic model introduced by its predecessor.

It distinguishes between man-made crises and human-induced crises. The conceptual framework developed draws upon the ideas set forth by Douglass North in his explanations of the historical process of economic change and by Ronald Heiner in his critique of the conventional rationality assumption. As case studies for the framework developed here, the paper discusses three of the most conspicuous global crises: the environmental, the demographic and the financial crises. In the case of the environment a brief discussion on current hydric and energy crises in Brazil is also offered.

T... more In many ways the comparison between these two newly industrializing economies is a natural one. They are among the fastest growing countries in the post-war period. Both have been successful in building a diversified industrial base. Governments had a powerful role in devising and implementing development strategies and in so doing they were not shy about interfering with the free operation of markets. And, at crucial times during the post-war period, authoritarian regimes, including military dictatorships, took the reins of power to ensure the success of development strategies. There are, of course, some important differences between both countries. Perhaps one of the most obvious is their difference in natural endowments. Brazil is rich in mineral and water resources, with a low population density and is also blessed with abundant agricultural land. Although Korea has a significantly lower population, population density is much higher and the country is deficient in most natural resources, including agricultural land. A second important difference lies in their geopolitical situation. Brazil is undoubtedly and unopposedly the major regional power in South America, and its potential self-sufficiency provides it with plenty of flexibility in dealing with the dominant world power in the region, the United States. Korea, on the other hand, despite being a significant economic power, is in effect a midsize country flanked by two giants, namely Japan and China. In what follows we will concentrate instead in other differences that have to do with policies.

The focus of this article is an examination of the impact that sentience of AI systems would have... more The focus of this article is an examination of the impact that sentience of AI systems would have on mankind. Although the notion of sentience for AI systems is subject to controversy, we believe that its plausibility confers a sense of urgency to the kind of exercise developed here. For completeness, the article distinguishes the near-future and longer-term impacts of artificial intelligence. While the short-term impact is deemed to be mostly positive, the outlook for longer-term impact is considered to be negative under a variety of scenarios, including the adoption of man-machine symbiosis tools. The main reason for the negative outlook in the latter case is the heterogeneity of the world. This implies that only a privileged minority would benefit from symbiosis, an outcome that makes likely a world dominated by a minority of “superhumans.” These conclusions should not be taken lightly, and this article endeavors to raise the attention of scientists and policymakers. In this connection, the paper offers suggestions as to policy measures which could avert this disastrous outlook.

ABSTRACT Cost-effectiveness analysis, which ranks projects by quality adjusted life years gained ... more ABSTRACT Cost-effectiveness analysis, which ranks projects by quality adjusted life years gained per dollar spent, is widely used in the evaluation of health interventions. We show that cost effectiveness analysis can be derived from two axioms: society prefers Pareto improvements and society values discounted life years, lived in perfect health, equally for each person. These axioms generate a unique social preference ordering, allowing us to find the cost effectiveness threshold to which health projects should be funded, and to extend cost effectiveness analysis to give a consistent method of project evaluation across all sectors of the economy.
