Well, their withdrawal is not news they did it in 2013 and I predicted their return this is mainly because the people they fight for are killed every time they retreat
Looking at both Luanda and Nairobi process there is high chance they won’t be implemented by Kinshasa making it easy for rebels to enjoy impunity in the eastern DRC.
This will give FDLR, Mai Mai, Pareco, and others more power to recruit and control different territories.
If the EAC force is given all territories controlled by M23, they will have the mandate to keep peace in those areas and make sure refugees return home in peace these include refugees that have been living in Rwanda and Uganda for many years!
If EAC forces fail to protect these people and give a chance to FDLR and other militias to attack civilians or block the return of refugees
Expect a return of M23 or another group that will emerge to protect them and this time there won’t be negotiations.
Not understanding or finding a lasting solution for civilians living under M23 controlled territories will always bring back an armed group.
Attacking Kinyarwanda speaking Congolese by FDLR and other armed militias supported by FARDC will always result in the return of M23.
Will EAC Force and EAC in general, keep peace in areas that were under M23? If they handle these territories to Kinshasa what will happen?
If EAC Forces fail to dismantle FDLR what will Rwanda do?
If you can't answer those 2 questions, you don't understand Eastern DRC.
