The Lazarus Project is an United States military initiative by Adam Rook and General Robert Hallo to combat the Transformers.

In 1997, General Hallo hired engineer Adam Rook to create an army of intelligent robots that could change shape, like the Transformers. However, all fifty or so attempts to create a prototype ended in disaster. As such, they moved on to other strategy: controlling the Transformers. In 1998, after acquiring the defeated Decepticons after Operation Liberation, Rook was able to create software that instilled obedience in Transformers. To assure Autobot silence, they engineered the Ark II explosion to take them out. Larry's brother, an engineer, attempted to warn others of the Ark II sabotage, but was silenced. However, he was able to pass on a copy of Lazarus Project files to Larry. In the aftermath of the explosion, Rook went into hiding and took all the research of the Lazarus Project with him. Adam Rook reemerged in 2002, under the alias of "Lazarus", Prime Directive Preview and offered the services of the reprogrammed Transformers to the highest bidder. However, Megatron was able to overcome the control program Prime Directive #2 and rewired his fellow Decepticons to their original selves. With Lazarus's facilities, he initiated his own plan—the cyber-virus. Hallo, partly to cover up the Lazarus Project, called on Operation Clean-Up. Prime Directive #3

Larry later broke Spike Witwicky out of Pentagon jail and revealed to him the machinations behind the Lazarus Project; Spike was furious at Larry's withholding of the information till now. Prime Directive #5
