In this paper a simple mechanism that degrades the bandwidth (BW) of running calls to their minimum required BW, depending on the average time for the type of traffic, in order to allow new calls and achieve a zero blocking rate. Based on previous mechanisms those use the duration time of the call to apply the BW degradation, with further improvements, the simulation results proved a zero blocking rate and a starvation avoidance for the remaining BW.
