Abstract Smart specialization strategies (RIS3) have exploded in number across Europe over the pa... more Abstract Smart specialization strategies (RIS3) have exploded in number across Europe over the past couple of years, among others due to the European Commission’s sustained effort – both conceptual and at the level of policy – to push this notion forward. What lies beneath the spate of recent RIS3s, in terms of specialization options as well as of the processes through which the latter were reached, is only now beginning to be examined in depth. Notably, the Commission did not offer a proper blueprint for RIS3-making, but opted instead to suggest a wide range of possible instruments. Based on our experience with the Romanian strategy-building process, in this article we outline a foresight-based toolkit for smart specialization and entrepreneurial discovery, though we too stop short of proposing a detailed full-fledged blueprint.

The main objective of ERAWATCH country reports 2008 is to characterise and assess the performance... more The main objective of ERAWATCH country reports 2008 is to characterise and assess the performance of national research systems and related policies in a structured manner that is comparable across countries. The reports are produced for each EU Member State to support the mutual learning process and the monitoring of Member States' efforts by DG Research in the context of the Lisbon Strategy and the European Research Area. In order to do so, the system analysis focuses on key processes relevant for system performance. Four policyrelevant domains of the research system are distinguished, namely resource mobilisation, knowledge demand, knowledge production and knowledge circulation. The reports are based on a synthesis of information from the ERAWATCH Research Inventory and other important available information sources. This analytical country report is one of a series of annual ERAWATCH reports produced for EU Memb... more This analytical country report is one of a series of annual ERAWATCH reports produced for EU Member States and Countries Associated to the Seventh Framework Programme for Research of the European Union (FP7). ERAWATCH is a joint initiative of the European Commission's Directorate General for Research and Innovation and Joint Research Centre. The Country Report 2012 builds on and updates the 2011 edition. The report identifies the structural challenges of the national research and innovation system and assesses the match between the national priorities and the structural challenges, highlighting the latest developments, their dynamics and impact in the overall national context. The first draft of this report was produced in December 2012 and was focused on developments taking place in the previous twelve months. In particular, it has benefitted from the comments and suggestions of Mariana CHIONCEL from JRC-IPTS. The contributions and comments from DG-RTD are also gratefully acknowledged. The data necessary for this kind of analysis could not be found in the current statistical databases. Accordingly, it is necessary to carry out surveys for exploring the demand for skills. This study presents the main elements to be taken into account in designing of questionnaires necessary for analysing the demand of specialists in an economic sector, in particular for the domain of information and communication technologies (ICT). The surveys will focus on two main issues: past and future evolution of number of workers and problems in matching demand with qualifications supply. Thus, the analysis should concentrate on structure and evolution of number of workers at entreprise-level; practices and problems met in recruitment process, namely qualifications deficits and gaps

The chapter describes the design of Romania’s national smart specialization strategy and the limi... more The chapter describes the design of Romania’s national smart specialization strategy and the limited “entrepreneurial discovery” (ED) mechanism deployed in this context. It explores several issues in designing a large-scale foresight process for RIS3, focusing particularly on the procedural dimensions of this process and on the prospects of using data analytic tools to gather and disseminate evidence to stakeholders. The chapter further highlights, how the foresight process reached an argument-based consensus on the potentially controversial prioritization of a few research and innovation (sub)fields. The final sections spell out some of the implications and limitations of the foresight exercise, in particular concerning the relationship between the purely technical dimension of priority-setting and political backing for the latter.

In particular, the paper focuses on the opportunities and limits of outsourcing the building of the vision underlying the strategy and the prioritization of strategic objectives. The article’s story is also placed in the broader context of agencification literature and, more specifically, the involvement of executive agencies in policymaking. Design/methodology/approach The paper describes the vision-building exercise, developed according to a script already tested in several sectoral strategy-making processes, and the objectives and procedure of the online participatory consultation by using an adapted real-time Delphi format (similarly tested in the recent past).
