Consequently, the response to emergencies can often be slow or not in the appropriate time, which can result in irreparable consequences in human and material costs. From this point of view, the experiences derived from decades of Emergency Management System in Kosovo, bring to light the importance of the time factor in periodic terms of how and when Kosovo has led efforts to integrate this factor in the emergency management system. In Kosovo's case, the country has included the factor of time in the foundational law for protection against natural and other disasters. Additionally, it has included the factor of time in the strategic document; the Emergency Management System in its initial content, https://ame.rks-gov.net/content/templates/ame/uploads/2020-10/ SIME%20i%20Miratuar.pdf-alb. (Emergency Management Integrated System). This document elaborates and defines the time factor closely with other relevant national stakeholders inside their respective duties for emergency management. Therefore, Kosovo has adopted time as an important factor and notion in the meaning that measures when an event has started and when it concluded. One of the evidences of this priority in Kosovo is the fact that it only took two years, from Kosovo's independence in 2008 to 2010 when the country adopted and passed two strategic documents in the field of emergency management: National Response Plan and Integrated Emergency Management System. The aim of Kosovo's IEMS is to continuously improve in time effectiveness, conforming to designated standards for readiness and response in emergency cases. These standards are set by organizations like EENA in the field of communication and other organizations for training, exercises, and continuous education toward sustainment and reliability in the interest of citizens and the environment's well-being.
