Hate Speech on Social Media – The Possibility of Automatic Detection and Elimination The article ... more Hate Speech on Social Media – The Possibility of Automatic Detection and Elimination The article deals with the issues of hate speech and other forms of verbal aggression on the Internet as well as the possibility of their automatic detection. The paper discusses the studies confirming the partial effectiveness of text mining methods in the automatic detection of hate speech on social media. Hate speech is related to verbal aggression resulting from belonging to a group (national, racial, religious, etc.) and has become a significant problem in the social and economic context. Automatic detection significantly support the management of online news websites and social media due to the moderation of the received content. Moreover, eliminating online hate speech reduces its negative social and economic effects. The linguistic and cultural specificity of the hate speech are the problem, and the gap so far is solving the problem in Polish conditions. The study used the Tweeter database. ...

Public administration offices are usually distributed in accordance with the territorial division... more Public administration offices are usually distributed in accordance with the territorial division of the country. The article discusses the issues of information systems designed for multidivisional and distributed public administration offices. Typical differences between enterprises and public administration offices were identified. The author describes a model and a data structure specific to the distributed offices. The models take into account both the point of view of transaction processing information systems and the viewpoint of analytical software and data warehouses in public administration.

W pracy zaproponowano wyróżnienie trzech podstawowych aspektów tego terminu: technologiczny (obejmujący poza technologią także metody analityczne), ekonomiczny (obejmujący różnorodne zastosowania) oraz społeczny. Ten ostatni, dotyczący głównie zagrożenia prywatności, jest aspektem wtórnym do poprzednich, ale to jemu poświęcono w artykule najwięcej uwagi.
The term big data is a new, shaping up concept. The paper proposes a three-faceted explanation of... more The term big data is a new, shaping up concept. The paper proposes a three-faceted explanation of the term, by distinguishing three basic aspects of big data: technological (including the opportunities offered by IT and modern analytical methods), business (including a variety of applications of the concept) and social (focusing on the consequences of its implementation). The authors also indicate some other aspects, e.g. legal, which can be used to extend the classification. The social aspect, mainly concerning the risks associated with the mass processing of personal data and privacy, is usually overlooked when trying to define the concept. It is dependent in relation to the other aspects, but our findings support the conclusion that it is the closest to the understanding of the concept big data in common opinion. The paper contains the attempt at a comprehensive multi-faceted analysis of the big data phenomenon.

Modele procesowe stosowano już w latach 70. XX wieku w ramach podejścia strukturalnego w analizie systemowej. W latach 90. metody analizy i projektowania zostały zdominowane przez metody obiektowe. Jednakże podejście procesowe w zarządzaniu wymusiło nowe spojrzenie na modelowanie systemów informatycznych. Obecnie szczególnie silnym trendem jest wzrost popularności notacji opisu procesów BPMN.
Streszczenie: Podejście procesowe niegdyś znajdowało zastosowanie głównie w zarządzaniu przedsięb... more Streszczenie: Podejście procesowe niegdyś znajdowało zastosowanie głównie w zarządzaniu przedsiębiorstwami, lecz od pewnego czasu daje się także zauważyć coraz szersze wykorzystywanie tej koncepcji w urzędach administracji publicznej. Wynika to w szczególności z wdrażania norm zarządzania jakością oraz realizacji w urzędach projektów informatycznych. Administracja posiada specyfikę procesów, np. ich formalizację wynikającą z silnego powiązania z systemem prawnym. W konsekwencji z jednej strony urzędy doskonale nadają się do zastosowania w nich elementów zarządzania procesowego, z drugiej występuje wiele typowych trudności przy wykorzystywaniu tego podejścia. Obserwacje autora i analiza literatury pozwalają na stwierdzenie, że podstawową barierą jest niedostateczne zrozumienie idei orientacji procesowej przez pracowników urzędów. Scenarios are used for expanding the scope of imaginable outcomes considered by assessments, plan... more Scenarios are used for expanding the scope of imaginable outcomes considered by assessments, planning exercises, or research projects on socialecological systems. We discuss a global case study, the Millennium Ecosystem Assessment, and a regional project for an urbanizing agricultural watershed. Qualitative and quantitative aspects of scenarios are complementary. Scenarios can help address several of the currently recognized challenges of sustainability science.

This paper presents the idea of open government data along with the benefits and threats resultin... more This paper presents the idea of open government data along with the benefits and threats resulting from using open data. We describe the results of our research study on availability of the open data on the example of Poland with particular emphasis on Central Repository for Public Information (CRPI). The comparison of CRPI in Poland and other countries has been discussed. The review of accessible public information has been made with particular focus on data formats. Data formats are an important aspect of open data as they facilitate or impede the reuse of data. The insights from our participant observation in the projects of computerization of public administration are also presented. Although the Open Government Data (OGD) movement can provide a number of benefits, recent study has shown that in Poland it has not achieved its full potential yet.

Termin big data stał się jednym z najpopularniejszych w dziedzinie technologii informatycznych. M... more Termin big data stał się jednym z najpopularniejszych w dziedzinie technologii informatycznych. Może on być niekiedy interpretowany jako dalszy etap ewolucyjnego rozwoju przetwarzania analitycznego określanego jako business intelligence. Jednak ciągle kształtująca się koncepcja big data charakteryzuje się dodatkowymi cechami, odróżniającymi ją od dotychczasowego rozumienia business intelligence. Dotąd idea business intelligence miała w praktyce szersze zastosowanie komercyjne niż w administracji publicznej. Jednocześnie administracja publiczna zawsze w dużym stopniu wykorzystywała ogromne wolumeny danych (np. w statystyce publicznej, w rejestrach publicznych), technologia ograniczała jednak możliwości ich zastosowania w analizie danych. Celem artykułu jest przedstawienie perspektyw koncepcji big data w administracji publicznej i usługach publicznych oraz próba systematyzacji jej zastosowań.

Instytucja składa się z centrali oraz kilkunastu oddziałów. Prace nad dokumentem trwały przez kilka miesięcy, w projekt na różnych etapach zaangażowany był zespół liczący kilkanaście osób.

Therefore, it is important for them to understand the objectives of those phases and activities involved with them. The two-segmental model proposed by the authors is aimed at better representation of the life cycle of information systems. This article aims to demonstrate that the actual course of the two phases is better mapped in the proposed model. The classical waterfall model of the life cycle of information systems was used as a reference point for the investigation.

The Big Data resources may include business transactions, e-mail messages, photos, surveillance videos and activity logs. Big data can be analyzed with the aim to draw informative results that lead to better decisions and strategic business moves. Although Big data could benefit many areas of social life and business, it also raises privacy concerns. The paper discusses the issue of privacy and threats related to using big data technologies, especially personal data processing, video surveillance and monitoring the internet users’ behavior during different activities. The aim of the paper is identification of subjective perception of privacy violation related to mass personal data processing. For this purpose the authors present the questionnaire survey results that was conducted recently among the students of Warsaw School of Economics.

The article presents the social aspect – the issue of privacy and threats related to using big data technologies, especially personal data processing, video surveillance and monitoring Internet users’ behavior during different activities. The aim of the paper is the identification of the subjective perception of privacy violation related to mass personal data processing. The author presents the results of a survey that has been recently conducted among students.
