Therefore, there is a need for legal regulation of not only the objective and definition of state secrets, in terms of their scope and content, but also of the principles, conditions and limits governing Parliament’s right, or that of its committees, to access state secrets. The new legislation should aim to find a balance between the confidentiality that is necessary for the security services to perform effectively and the accountability and transparency that are essential for the proper functioning of democracy.

The government of Sudan is asking traditional leaders to get their followers to submit the weapons they hold for marking and registration. The report looks at this project in West Darfur and comes to the conclusion that the approach is promising, but not yet successful. It has the potential to contribute to the building of confidence and peace, through weapons control. It could be similarly employed in other post-conflict areas. But to be successful it requires a strong, broad, visible and more consistent effort on the part of the government.
