The present study aimed to examine a paradigm shift in international R&D diffusion in the field. Qualitative content analysis was used as the methodology in comparing commercialization-based versus humanity-based international R&D diffusion in terms of international organizations, developed nations, and developing nations. A key finding is that the field needs to shift from commercialization-based to humanity-based international R&D diffusion, while enhancing international cooperation, equality and human rights, and networking, among other factors. Compared with previous studies, this research reviewed a paradigm shift in international R&D diffusion in disaster management in a more comprehensive and timely manner.

Corruption has always existed in the field of national disaster management. Although many case st... more Corruption has always existed in the field of national disaster management. Although many case studies on (anti)corruption have been carried out, these works have not dealt sufficiently with the evidence. The present research aims to study how to shift from corruption to anti-corruption, or simply, how to decrease corruption within the system. The comparative perspective is applied as the major methodology. The "damp-ground" style is where corruption breeds, whereas the "sunshinebased" style is where disaster management ethics, structure, transparency, and regional characteristics are established, sustained, and maximized. Therefore, the personnel, system, operating principles, and other relevant factors need to evolve and change to contribute significantly to the sunshine-based model. In this regard, stakeholders should carry out their roles and responsibilities effectively to succeed in disaster impact mitigation and overall disaster management. The contribution of this work lies in providing a comprehensive viewpoint on the shift from dampground corruption to sunshine-based anti-corruption toward the ultimate goal of disaster mitigation.

The article aims to study how these principles have been used by many nations for the ultimate goal of disaster management. The methodology employed is qualitative content analysis. A one-sided approach to disasters means that application or execution of certain principles is not effectively done, whereas all-inclusive system includes successful application and execution of all principles. The key tenet of the article is that a one-sided approach should be changed into an inclusive paradigm. This means involving all principles and stakeholders and evaluating the factors of risks, politics, resources, and time in disaster management. In this regard, developing nations can learn from their experiences and also from developed nations, and in the process, they can achieve this transformation.

Not many have realized the close relationship between rumor, looting, and suicide and disaster ma... more Not many have realized the close relationship between rumor, looting, and suicide and disaster management, although some researchers have discussed each issue separately. The purpose of this paper is to understand better the nature of these three issues by mainly analyzing them in the context of distinguished models, 'breaking news' and the community's culture when it comes to disaster management. As the key finding, the field of disaster management must not manage rumor, looting, and suicide only as breaking news. Instead, these three issues should be managed under the community's disaster culture to dispel rumors and provide facts through the mass media and public information officers, penalize cases of looting coupled with education, and support and intervene in cases of suicide.

ABSTRACT While fully utilizing the principles of international emergency management, the objectiv... more ABSTRACT While fully utilizing the principles of international emergency management, the objective of this article was to evaluate the present local emergency management of the Gangwon province in relation to its future requirements, and ultimately, to arrive at the most effective emergency-management plan. In doing so, both reality-oriented and risk-oriented approaches were compared via four key players or stakeholders, namely the local governments, military forces, local industries, and semi-volunteers and households. Literature review and interviews with national experts were utilized as the methodology for this study. The contribution of this paper is valuable, because the case of the Gangwon province was examined, for the first time, using international criteria. The key finding is that for best practices, the Gangwon province has to change its reality-oriented approach to a risk-oriented approach. Furthermore, the evaluation of the Gangwon province's policies following international emergency-management examples may result to improvements on the non-linear dynamics of local emergency management and facilitate transformation toward a risk-oriented approach in neighboring countries.

Three consecutive typhoons hit Korea within a short period not only in 2012 (typhoons Bolaven, Te... more Three consecutive typhoons hit Korea within a short period not only in 2012 (typhoons Bolaven, Tembin, and Sanba) but also in 2020 (typhoons Bavi, Maysak, and Haishen). This paper aims to explore how the tracks of typhoons that occur within short intervals can be predicted accurately, toward achieving the ultimate goal of disaster management. The key finding is that the tracks of the three typhoons in 2012 and 2020 moved sequentially from west to east due to the North Pacific anticyclone, the prevailing weather systems, and the Earth’s rotation. This knowledge is useful in predicting the tracks of future typhoons in Korea, as well as in enhancing disaster mitigation, disaster preparedness, and psychological relief efforts.

Using the comparative perspective, the study examines the start of Korean awareness of tsunamis, tsunami awareness in Indonesia, and US tsunami awareness with mitigation. Three components are examined: government policy, researchers' efforts, and residents' readiness. The value of this study lies in its initial and systematic comparison of these three nations' approach towards tsunami awareness. It recommends that each nation learn from the major phases of other types of awareness to achieve its ultimate goal.

The present research aimed to study how to improve disaster management in international tourism toward mitigating human suffering and economic damages. Qualitative content analysis was used as the key methodology in investigating passive and active disaster management. These two approaches were compared considering tourists, tourism industry, regional governments, and international organizations as variables. The main finding has been that stakeholders must shift from passive to active disaster management, while strategically addressing networking, the disaster management cycle, and local education, among other factors. This study provided a systematic framework of disaster management by studying not only the supply but also the demand side in international tourism.

The purpose of this paper is to examine how to change the negative emergency response culture in Korea by relying on people’s awareness and the president’s leadership.,Qualitative content analysis is used as the methodology. The irresponsibility culture, including public officials’ ranking, factionalism, lack of emergency response principles, and social corruption, is contrasted with the responsibility culture, including ability of public officials, egalitarianism, use of emergency response principles, and cleanup of corruption.,The major tenet is that Korea must not miss the opportunity to change its current irresponsibility culture into a responsibility culture under its own environment.,Many researchers have raised the necessity of cultural change in the emergency response in Korea during these days. In this regard, this paper studies the Korean emergency response culture more rigorously than did previous studies.
