emissions by 2060. Green hydrogen is seen as a key strategy. This study
examines the current state, challenges, and future potential of green hydrogen
development in Indonesia. Despite high potential, technical, economic, social,
and regulatory hurdles exist. The government is initiating pilot projects,
regulations, and collaborations to accelerate the transition to a green
hydrogen economy. This study aims to inform and recommend strategies for
optimizing this development.

hydrog... more The concept of utilizing excess electricity from Renewable Energy (RE), coupled with green
hydrogen fuel cells, offers an alternative sustainable model for RE power plants in isolated regions. The
selection of the appropriate electrolyzer is a crucial step toward establishing an efficient and sustainable system.
This study was designed to assess which electrolyzer holds the most promise within the system’s design.
Alkaline Water Electrolysis (AWE), Proton Exchange Membrane (PEM), and Anion Exchange Membrane
(AEM) were considered as alternatives. The selection process was carried out using the Multi Criteria Decision
Making method, incorporating four main criteria: technical, economic, social, health-safety-environmental
aspects, alongside ten sub-criteria that encompass factors such as maturity, reliability, robustness, efficiency,
investment cost, community acceptance, availability of electrolyzer companies, environmental impact, risk of
harm, and land requirements. The criteria-subcriteria weighting process was conducted using the Analytical
Hierarchy Process (AHP). Additionally, the ranking process employed three other methods: Technique for
Order of Preference by Similarity to Ideal Solution, Simple Multi-Attribute Rating Technique, and MultiObjective Optimization on the Basis of Ratio Analysis. In the final evaluation, considering the ranking based
on both the baseline case and variations of weight in the range of 5-10%, it was consistently observed that
PEM ranked highest.

The Paris Agreement is one of the results of such public discussions that focuses on achieving the 2050 net zero emission target. Many energy agencies have created scenarios to achieve this target. In this regard, green hydrogen is expected to have a significant role in energy transition plan. For this reason, in recent years, research related to green hydrogen production using the water electrolysis method continues to develop. The paper aimed primarily to conduct an overview of alternative technologies that can be used in producing green hydrogen with the solar energy based low temperature water electrolysis method. Secondarily, it would present information about several solar energy-based electrolysis project plans and a summary of challenges and opportunities in the development of solar energy based low temperature water electrolyzers in the future. Furthermore, to achieve commercially viable green hydrogen production, it is important to find new ideas, potential solutions, and constructive recommendations as soon as possible for further development research. This paper expectedly would be able to help initiate the development of green hydrogen production research through water electrolysis technology that is efficient, cost effective economically, and environmentally friendly.
