The selection of four Arab states in the Middle East is based on national wealth as measured by GDP per capita, controlling confounding effects of financial resources on e-government development. The postulated relationship is investigated through website analysis and strategy document analysis methodologies. In ...

The problem of eGovernment adoption is complex and multi-dimensional in nature. Yet, very little research has been conducted to understand the factors that determine citizen adoption of these services, especially in developing countries. To fill up this gap in the literature, this study examines factors influencing citizen adoption of eGovernment services in developing countries. We achieve this objective through ...

This pressing problem needs socio-technological, political, and cultural perspectives. In this study we develop an integrative research model by extending extant Technology Acceptance Model through the incorporation of a set of social, political, and cultural constructs: trust, perceived public value, and national culture. The model is then tested using a large-scale, multi-site survey research of 413 Jordanian citizens. Our results find strong evidence that citizen attitude toward using e-government services is the most significant determinant of citizen intention to adopt and use e-government services. Citizen attitude, in turn, is jointly determined by perceived public value and perceived ease of use. These results have managerial implications that the government needs to pay closer attention to influencing citizen attitude toward using e-government services.

Prior research concludes that e-government evaluation is under developed and calls for improving egovernment evaluation practice. Stages of growth models have been used in IS research and more recently in e-government research. While egovernment stage models provide potentially useful tools for egovernment evaluation, there are different e-government stage models that are sometimes contradictory in development stages and perspectives. Drawing on the concept of public value proposition, this research surveys existing egovernment stage models from a user-centric perspective and develops a user-centric, demandside model that underscores the importance of creating public value through new e-government capabilities such as secure financial transaction, eparticipation, e-voting, and e-democracy.

Our review of related literature revealed that only a paucity of research looked at eDemocracy topic from the adoption perspective, and this is much more evident in the context of developing countries. As such and aiming to fulfill this gap, in this study we aim at examining the adoption intention of eDemocracy in Jordan as a case study from developing countries. To do so, this study develops an integrative model on the basis of Theory of Planned Behavior (TPB) and Technology Acceptance Model (TAM), which are both wellestablished theories in the field of Information Systems. Results indicate that both perceived usefulness and perceived ease of use are direct predictors of attitude. Further, the results reveal that attitude, subjective norm, and perceived behavioral control directly and positively affect the adoption intention of eDemocracy in Jordan. However, subjective norm was found to have the strongest effect. The study also provides important implications for theory and practice.

This paper aims at examining the main factors affecting the adoption intention of Mobile Learning (M-Learning) on the basis of the Unified Theory of Acceptance and Use of Technology (UTAUT) given the significance and power of such a theory in the field of Information Systems (IS). To this end, this paper follows a quantitative approach in which a survey questionnaire was developed and utilized as the main instrument for data collection. The questionnaire was distributed to a random sample of 300 undergraduate and postgraduate students in Saudi Arabia and 215 valid questionnaires were received. The results of this research show that Performance Expectancy is the main factor affecting students' adoption intention to use M-Learning in the future. This is followed by Effort Expectancy and Social Influences factors respectively. Nonetheless, the results also show that Facilitating Conditions has no significant effect on the intention to use M-Learning. Further, the findings show that the developed model explains 62.4% of the variance in the adoption intention to use M-Learning. The results of this study are considered fruitful for decision makers in higher education as they reveal important aspects that decision makers need to carefully deliberate when implementing M-Learning solutions.

We conducted interviews with five SMEs and thus qualitative data were collected. Data analysis was performed and NVIVO 10th version software was also utilised. Data were coded and themes were then generated. Highlighted findings were such that insignificant attention from SMEs in Jordan is being paid towards the environment. SMEs were found not to be seriously ready and willing to take actions so as to help in reducing environmental threats. Moreover, it was found that SMEs in Jordan are still suffering and not doing well in critical aspects related to GSCM such as product delivery time, currency exchange, the use of information systems for data sharing, tax increments, and indecent competition. Various suggestions were offered in this study and we also propose solutions according to the identified insufficiencies.

Importantly, this study aims to develop a conceptual framework that is based on previous literature of Technology Acceptance Model (TAM) in order to examine the relationships between certain factors (government trustworthiness, service quality and citizen satisfaction) and citizen adoption of e-government services. A self-administered questionnaire was used to capture data from 356 Jordanian citizens across the country randomly. The findings indicate that perceived usefulness, perceived ease of use, citizen satisfaction and trustworthiness are significant predictors of the Jordanian intention to use an e-government service. The results also showed that the service quality dimensions: responsiveness, reliability, and empathy have significant impacts on the citizen satisfaction. The study has made significant contributions to the body of knowledge at academic and practical levels as an important exploratory study that was conducted in the context of Jordan, a developing country with genuine need for more research works on e-government issues. In addition, this study provides some valuable insights into the performance and adoption of e-government in Jordan that could help government agencies to improve the effectiveness of their services. In addition, showed that actual use may be an important link to information technology (IT) value. Under this approach lies the idea that the simple presence of collaborative technologies (CTs) is not enough to evaluate their real in°uence on organisational performance. Therefore, the researchers adopted the view that CTs impacts on organisational performance should be considered as a multistage process which starts at adoption and extends to use. Therefore, this paper analyses the impact of intranet CTs on organisational performance not directly, by measures such as adoption versus non-adoption, but through an intermediary variable (intranet use orientations). Di®erent intranet use orientations (e-information, e-communication and e-transaction) represent actual CTs use. Hence the impact of each orientation on organisational performance is empirically evaluated. In order to achieve the research objectives, data were collected through a postal survey, from 71 small-and medium-sized (SMEs) located in a developing country such as Saudi Arabia. Research hypotheses were tested through ANOVA and hierarchical regression analysis. The results indicated that di®erent CTs are associated with distinct intranet use orientations. The results further demonstrated that there are positive relationships between the intranet use orientations and organisational performance. Finally, the results con¯rmed the existence of complementarities between the intranet use orientations.

The deployment of e-government initiatives around the world has also emerged and grown enormously. Like other nations, in recent years, Jordan's efforts to provide e-government services to the public have been recognised. However, its overall progress in this fi eld is still relatively behind expectations. The major purpose of this paper is to provide a qualitative analysis of the current sophistication levels of Jordanian e-government services in order to establish an understanding of how to offer effi cient and effective e-government services that are tailored to a citizen or user-centric approach. It was found that seven ministries (27 per cent) out of 26 ministries are at the fi rst stage of e-government maturity (one-way information fl ows); six ministries (23 per cent) are at the second stage (two-way interaction); and only two ministries (7.5 per cent) offer e-payment transactions. In addition, fi ndings of this study indicated that the majority of ministries (46 per cent) offer some e-democracy capabilities to citizens. These fi ndings clearly demonstrate that although Jordan has developed relatively high-level e-government-service delivery capabilities in e-democracy and two-way interaction, there is a notable lack of transactional websites across the national government sites in this country.

However, many governments still face the problem of low level adoption of eGovernment websites. It is because the issue of eGovernment adoption is complex and multidimensional in nature. In consequence, it must be carefully addressed not only from technological perspectives but also from social, cultural, and organizational perspectives. The business case for developing sustainable successful eGovernment initiatives critically depends on our knowledge and understanding of how to increase citizen adoption of eGovernment websites. A review of the literature, however, shows that much of extant eGovernment research has focused on eGovernment adoption in developed countries. In consequence, little is known about national cultural factors that may influence eGovernment adoption in developing countries. This knowledge gap is particularly apparent in Jordan. Therefore, the objective of this paper is to examine national cultural factors that may influence citizen adoption of eGovernment websites in this culturally different part of the world. We developed an integrated model by extending the technology acceptance model (TAM) with Hofstede's national culture dimensions, which is used to evaluate the impact of national culture on eGovernment adoption in this paper. Based on survey data collected from a total of 197 Jordanian citizens, evidence shows that while two cultural dimensions: power distance and uncertainty avoidance had significant impacts on citizens' intention to adopt eGovernment, the other three cultural dimensions: individualism, masculinity, and long-term orientation had no discernible impacts. The results also indicate that perceived usefulness, perceived ease of use, attitude are significant indicators of citizens' intention to use state government services online.
