In this model the graviton transfers gravitational effects, it is a zero mass particle and as a zero mass particle has to propagate at velocity c because of special relativity , which is intrinsic in general relativity for flat spaces, at the present time of the universe en.wikipedia.org/wiki/File:History_of_the_Universe.svg .
