Also fixing "Back to bug"-links from activity*.html files back to bug*.html files.
Yea, it means adding 2000 to the bug number to create the link to phabricator.wikimedia.org

all throttling is gone. Latency (envoy metrics) is back to ~3ms. Latency peaks to 3s+ seconds are also gone.
