@Fjalapeno Thanks for bringing that up, a good point to consider.
I chose that blue because it was similar to the old TOC (though below the blue background it had a black background) and also similar to the android menu layout:
The selection color we use is gray so I don't think it will be confused. If its an easy change I think we should go ahead with the blue now and pay close attention to user testing the TOC.

Ok, so we can go with a floating context menu for marshmallow and regular toolbar for pre-marshmallow. I'll work on an icon!

Thinking about how definitions will be accessed. There's not a clear icon that means "define" that we could add to the top toolbar.
In marshmallow we can have an in-context menu with words instead of icons.
