Improve logging to investigate change dispatching issues.

Description

ChangeNotificationJob should log how long it took from the original change to the notification on the client system to be executed. This would allow operators to identify issues with the change propagation process more easily.

Similarly, the dispatcher script should log the current lag for a given target wiki.
