In T326996, the IPs were normalised with IPUtils::prettifyIP. During conversation about in what way to canonicalise it, CheckUsers stated that more important than what way is to standardise it across MediaWiki. That's a bit out of scope, but we can at least standardise it across the CheckUser extension.

It's been deployed to the three wiki groups with no unbreak now!-s, and I
don't see any other spots that display unformatted IPs, so yes I'd say so.
