Update post-payments monthly convert threshold

Description

Hi fr-tech,

Since we reduced our lowest ask from $2.75 to $2, many people are now missing out on post-payments monthly convert. Can we amend the USD/CAD/AUD/NZD DonationInterfaceMonthlyConvertAmounts as follows:

  • donation <= 1.99: no monthly convert
  • donation <= 2.35: suggest 1.40
  • donation <= 9: suggest 1.75
  • everything else unchanged from before

And GBP/EUR can now use the exact same numbers as above. I've done this for banners already, see https://meta.wikimedia.org/wiki/MediaWiki:FundraisingBanners/LocalizeData-2017.js#L-197

Was trying to do a patch for this myself, but I'm never sure how to do config type things.
