Something like this? (Maybe edited for style or clarity.)
"The {{citation needed}} template shows when a statement in a Wikipedia article needs a source. If you click on it when you edit with the visual editor there is a popup that explains this. Now it can also show the reason and when it was added."
If the wiki is already using the feature successfully, you can copy the params config from en.wiki: https://en.wikipedia.org/wiki/MediaWiki:Visualeditor-template-tools-definition.json
French Wikipedia.
I checked on the doc but I'm not sure of what I'm supposed to do if I copy the English page. What the different parameters do?
If I read T265878's description correctly, I would just have to create the file and add the multiple redirects to it?
Because fr.wiki uses the same template for a simple "citation needed" number and also wrapped text (Template:Citation_needed_span on English Wikipedia) I would advise not setting it up until T265907 is resolved, otherwise people using the tool on wrapped text usages would get the text deleted.
