Description

This phab ticket as a follow up for the discussion - Pinging over 50 and is split from T144614: Inform Flow users when they hit the flow mention limit.

In betalabs have 100 mention made by one user on a wikipage.
mention-failure-too-many notification will be sent with incorrect phrasing: "All mentions above that limit were not sent". In fact, no mention notifications will be sent.
