Relabel upload buttons to "Publish" ?

Description

Analogous to the changes made to the editors... Shouldn't the upload button be renamed to "Upload and publish" for Special:Upload and "Publish" for the Describe phase of UploadWizard ?

Adding WMF-Legal to help answer this question.
