??? @ZhouZ self-added... I added Legal because as I understood from the project description I've got from somebody, it is going to be some cross-entities project, hence why I assumed legal advice would be needed. And actually as @ellery's comment show above, the legal advice could come handy...

@Danny_B thanks for keeping an eye on this project. We had a discussion for choosing between Apache and MIT licenses. We have converged to Apache, and at this point we can save Legal time by not bringing them in the loop.

@Slaporte We are in the process of productionizing the api for article recommendation (that is used in CX, recommend.wmflabs.org, etc.) and as part of this process, we need to choose a license. We have decided to go with Apache 2.0, but we are not sure what/who we should add as the copyright holder. Can you help us with figuring this piece out?

You can add the "Wikimedia Foundation" as the copyright holder if it was only built by Wikimedia staff so far.

You can also add a CREDITS file if you want to give individual contributors credit too. We're still in the process of deciding a standard policy for credit (see T139300).

@Slaporte Do you have any recommendations for the NOTICE file, that apache 2 suggests including in addition to the LICENSE?

I'll follow up with you by email with some specific questions about your project here. Generally, we can either choose to include the copyright info and other notices in the file headers or in a NOTICE file, but we don't have a strict policy on this for now.
