Create #Permanent tag

Description

There are several tasks which are going to be opened permanently but are not tracking (ie. have no blockers) - typicaly tasks for requesting something in commnets or logs.

These should be marked as #permanent.

This task should take place only if there won't be any global decision of how to handle such processes better way until 2016-06-30.

Maybe we should set up a Herald rule to instantly invalidate anything added to this project. Tasks are things you do once, they must be resolvable.

Why not. But it doesn't solve existing tasks.

For those tasks, we can convert them into conpherence threads, see T128528: Use Conpherence for project-admins requests

And T128528: Use Conpherence for project-admins requests hasn't been decided for 3 months yet...


(I know about that task obviously, since I have activity there... ;-))

(It was just for other people who maybe did not see it yet ;))

I'm still wondering how and who creating this project would help... (sure, I could more easily search for such tasks but why would I?)
