i got an alert "your user rights changed" from wikimedia commons. it shows new in every wiki i log in now. if it is global it should also know that i saw it already.

It should go away if you click on the "X" next to the notification. If that doesn't happen for you, that would be T121930. If what you mean is that the badge is still highlighted/colored on other wikis, that's T134855.

Closing because I'm pretty sure this is a duplicate of either of the two bugs I mentioned above. If I'm mistaken and this is something else, feel free to reopen.
