Civil-Military working relations have often been cagey not only in Uganda but all over the world.... more Civil-Military working relations have often been cagey not only in Uganda but all over the world. This has been attributed to several reasons including among others differences in organizational culture and inferiority complex. This study sought to identify a model that will foster a harmonious working relationship between the UPDF (Ugandan Military) and the Civil Authority in the field of disaster management. The research is a qualitative bibliographic review study based on secondary data sourced from vast literature on civil-military coordination/cooperation, theories of organizations, disaster management trainings and equipments, and legal aspects of disaster management. The findings indicate that Civil-Military coordination in disaster management in Uganda is insufficient; UPDF does not have a designated formation/unit for disaster response and there is no specific course curriculum for disaster management training in the force. This research recommends a model for fostering harmony in civil-military coordination in disaster management. It further suggests that the UPDF should have a disaster response procedure (SOP) and part-take in the entire process of disaster management.

There is a critical shortfall in special operations aviation support for the North Atlantic Treat... more There is a critical shortfall in special operations aviation support for the North Atlantic Treaty Organization's (NATO) special operations forces (SOF). One way this shortfall can be addressed is through the procurement and sustainment of the NATO SOF Air Wing (NSAW) under NATO Special Operations Headquarters (NSHQ). NSHQ coordinates, trains, and employs NATO's special operation forces. With the addition of organic SOF aviation forces, NATO's ground forces capabilities and mission success will be enhanced. This thesis focuses on the basing recommendations for the NATO SOF Air Wing. The basing location for the NATO SOF Air Wing has centered on proximity to NATO SOF HQ in Mons, Belgium and minimized other important considerations, such as runway requirements, tarmac space, supporting infrastructure, weather, and proximity to training. A location decision is a complex endeavor; one that has long-term impact and therefore requires systematic analysis to find an effective and efficient solution. This thesis follows previous military efforts utilizing business sector applications to improve the decision making. Specifically, it applies the Analytical Hierarchy Process (AHP) to the NATO SOF Air Wing basing decision to provide an effective and efficient recommendation.

However, businesses can still succeed during all phases of conflict. After reviewing books, journal articles, field manuals, and online sources on conducting business in conflict-ridden markets, this study emphasises the importance of careful planning and design to ensure a business project's resilience and sustainability. The study also highlights that risk inversely affects supply and directly influences the demand and price of commodities. Entrepreneurs who understand this fundamental concept should be able to establish a firm during any phase of conflict and contribute to the peacebuilding process. : The Lord s Resistance Army (LRA) insurgency is Africa s oldest, lasting for over 25 years. This... more : The Lord s Resistance Army (LRA) insurgency is Africa s oldest, lasting for over 25 years. This work studies the LRA to find out why it has survived so long and how. A combination of empirical methods was used to analyze data related to the LRA and the countries affected by the LRA insurgency. The findings show that the LRA prolonged its insurgency by taking advantage of its environment, including elevation, watered areas, the road network, land cover, proximity to state capital, and moderate population density. The LRA also exploited the political situations in the region, such as the rivalry between Uganda and Sudan, and the fragility of the Democratic Republic of the Congo, Central African Republic, South Sudan, and Sudan. Last, the LRA modified its organizational structure according to the political and military situations it encountered, which enabled it to adapt and evade the threat of termination. : Several developing nations are grappling with the phenomenon of ungoverned territories, which a... more : Several developing nations are grappling with the phenomenon of ungoverned territories, which are believed to be harboring insurgent, terrorist, and other armed violent groups. This study investigates how a developing nation can use its resources to reduce violent activities and, consequently, ungoverned spaces from within its sovereign territory. The study uses geo-referenced violent events data as a measure of violence and spatiotemporal data for law enforcement agencies (LEAs), social services, and economic infrastructure as measures of state authority. All data is specific to Uganda. Using multi-regression models (negative binomial and matched wake analysis), the study employs interpolated spatiotemporal data to estimate the effects of state authority factors on violent events over space and time.
