Project roles:

• illustrator (default)
• reviewer
• administrator
• would like for anonymous users to be able to leave comments without signing up, too.

Issue workflow states:

• Unassigned (1)
• Assigned (2)
• Inreview (3)
• Accepted (4)
• Closed (5)

• 1->2:
  • illustrator (can only self-assign)
  • reviewer (can assign to any illustrator)
  • administrator (can assign to any illustrator)

  • the assigned illustrator

  • administrator

Required limits:

• illustrators can only self-assign issues
• illustrators can only have max 3 non-closed issues assigned to them at any point in time

Within the project there should be some kind of category to group issues/tickets. Severity and priority are not needed.
