This proposal has been approved.
The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project.

A committee member provided the following comment:

  • The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Settings
Project name ৱিকিউদ্ধৃতি "Wikiquote" in your language
Project namespace ৱিকিউদ্ধৃতি usually the same as the project name
Project talk namespace ৱিকিউদ্ধৃতি আলোচনা "Wikiquote talk" (the discussion namespace of the project namespace)
Enable uploads yes Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin").
Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
Optional settings
Project logo File:Wikiquote-logo-as.svg This needs to be an SVG image (instructions for logo creation).
Default project timezone IST (UTC+5:30) "Continent/City", e.g. "Europe/Brussels" or "America/Mexico City" (see list of valid timezones)
Additional namespaces "পৃষ্ঠা", "পৃষ্ঠা আলোচনা", "সাঁচ", "সাঁচ আলোচনা", "মডিউল", "মডিউল আলোচনা", "শ্ৰেণী", "শ্ৰেণী আলোচনা", "সদস্য", "সদস্য আলোচনা" For example, a Wikisource would need "Page", "Page talk", "Index", "Index talk", "Author", "Author talk".
Additional settings Anything else that should be set
Once settings are finalized, a committee member will submit a Phabricator task requesting creation of the wiki. (This will include everything automatically, except the additional namespaces/settings.) After the task is created, it should be linked to in a comment under "final decision" above.

I hereby propose the Language committee to consider the approval of Assamese Wikiquote project. The test project has been active enough since August 2021. Besides, the required criteria have been fulfilled. As of now, there are 300+ articles in the Assamese Wikiquote test wiki. ---chanakyakdas (talk) 12:34, 21 February 2022 (UTC)[reply]

  • Assamese is the official language in Assam.
  • Assamese language is spoken in Assam (India), Arunachal Pradesh (India), Nagaland (India), Bangladesh and various places of the Assamese communities in various parts of world.
  • Assamese language is spoken by over 23 million speakers.
  • Dialects: Standard Assamese, Western Assamese (Kamrupi), Nagamese and Arunachali.
  • Assamese is often used in all the states various ways, like words borrowed from it or as a connecting language.
  • Assamese alphabet maps one to one to the Devanagari alphabets.
  • The Assamese Wikipedia has approximately 10,000+ articles in it.
  • As of now, the Assamese Wikisource has 3,419 texts and 348 complete books in it.
