the Soviet Union and who were termed "foci of power", expressed no opposition to the presidency of Anwar al-Sadat, because they were convinced that they could steer him toward their own political leanings. But, once it became apparent that in his domestic and foreign policies in the then polarized world, Anwar al-Sadat sided with the United States, this group began to form an opposition. Anwar al-Sadat, convinced that it was necessary to eliminate this group in
order to advance his own political position, set in motion operations, which were largely completed by May 19 71. At first known asa "reform movement", this elimination process, which was later termed a "reform revolution" was celebrated during his presidency on 15 May with great fanfare. The opposition, calling this programa "counterrevolution", charged that acts of great injustice had been committed in this era. In any event, the elimination of Anwar al-Sadat's opposition brought about the institution of radical changes in the domestic and foreign policy of Egypt.
it should be · emphasised that the prirnary factor that influenced the constitutional debates in Egypt in the second half of the nineteenth century was an indigenous reaction against foreign intervention caused by heavy foreign debts and the developments that led to the occupation.
