Motivation
editCUATM (Q30015101) is my country's classifier of administrative territorial entities/units. All villages, cities, and first-level division have two IDs assigned: a 7-digits one which is called "statistical code" (in Romanian: cod statistic), and a 4-digits one which is called "settlement's unique identification code" (in Romanian: cod unic de identificare al localității). In Wikipedia, the 7-digits code is used in the infoboxes of Moldovan settlements in Russian Wikipedia, and the 4-digits code will be used to validate locations of the 11k archaeological locations of Moldova, which include the unique identifier in their IDs.
An item can only have one "statistical code" and one "settlement's unique identification code". A code can usually be assigned to only one item, with two exceptions:
- villages with are the seat of their communes (in which case both the villages and the commune share the same "statistical code" and the same "settlement's unique identification code"); example: Trebujeni (Q2447564) / Trebujeni (Q20858862).
- cities which municipality (municipiu) status that have some localities in their administration and thus act like first-level divisions; example: Bălți (Q37801) / Bălți Municipality (Q29017181)

Motivation
editThe Islamic Scientific Manuscripts Initiative (Q130611357) documents valuable historical scientific works within the Islamic world. Creating a dedicated property for ISMI will enhance the discoverability and interconnectivity of these works with other related data points. This will promote further scholarly research and preserve the rich scientific heritage of the Islamic world. By adding this property, we can provide a standardized way to reference and access these works, making it easier for researchers and historians to find and utilize this information. —Ainty Painty (talk) 17:14, 22 October 2024 (UTC)

- Comment This should be either split into multiple properties (e.g. Islamic Scientific Manuscripts Initiative person ID, Islamic Scientific Manuscripts Initiative text ID) or the property example values need to be modified to be able to be used with a single formatter URL (e.g. person/541762, place/482813 with a formatter URL of https://ismi.mpiwg-berlin.mpg.de/$1). I find the former to be the preferable option as it makes for better property constraints. --Lewis Hulbert (talk) 15:22, 4 November 2024 (UTC)
- Oppose as proposed. The URLs are not consistent, and thus the IDs cannot be resolved. What if the same numerical value is used for two types of subject? As Lewis says, these should be separate proposals (preferably); or the IDs should include the topic-specific parts of the URLs (if the total number of IDs is low). ConLang Code Registry code
editDescription | 3-letter identifier for language defined in the ConLang Code Registry, using codes reserved for private use in ISO 639-3 |

Motivation
editCurrently, many conlangs (constructed languages) that don't have official ISO 639-3 codes have an ISO 639-3 code (P220) value listed anyway, for a code issued by the ConLang Code Registry; they generally take the format Black Speech (Q686210)ISO 639-3 code (P220)qbsqaa
-qtz
as "reserved for private use", which means that anyone can use them for any purpose, and still be compliant with the standard. The fact that the ConLang Code Registry has issued codes in this range does not mean that these conlangs have actually received ISO 639-3 codes, though; it just means that a completely separate organisation has decided to issue codes which just-so-happen to be in ISO 639-3's private use range.
This is obviously intentional, as it allows them to be used as language codes without conflicting with the official ISO standard, but that doesn't mean we should have statements which claim they're actually part of the standard. Simply saying that the code is "issued by the ConLang Code Registry" doesn't make it clear that the ConLang Code Registry is not entitled to issue ISO 639-3 codes, and therefore obscures the fact that the code isn't actually part of the standard in the first place (i.e. that the statement is wrong). Outside of conlang communities, these codes see almost no use, and they may conflict other privately-issued codes used in other communities.
To get around the issue, I'd like to propose a separate property for the ConLang Code Registry, so that these codes can be listed without polluting the data for those who only want information on official ISO 639-3 codes. – The preceding unsigned comment was added by Theknightwho (talk • contribs) at 12:47, August 16, 2024 (UTC).

edit- Support This makes sense to me. Are there really 255 of these? ArthurPSmith (talk) 19:24, 16 August 2024 (UTC)
- @ArthurPSmith Yes - 252 active codes and 3 retired ones according to https://www.kreativekorp.com/clcr/. There are 520 codes in the private use range (
qaa

), which is the theoretical maximum, and growth is quite uneven, with some years seeing very few codes added (2 added in 2021), while others see many (32 added in 2023). Codes are retired if they're replaced by genuine ISO 639-3 codes. Theknightwho (talk) 21:18, 16 August 2024 (UTC)

- Oppose I don't think this would be a good idea.
It's not a coincidence that the ConLang Code Registry (CLCR) codes are in ISO 639-3's private-use range, the whole point is that they are private-use ISO 639-3 codes for use as ISO 639-3 codes.
ISO 639-3 provides the set of private-use codes for people to use how they want, which means that users assign their own meanings. It's true that other places may assign conflicting meanings, but that's why those statements all have a qualifier saying who gives it that meaning. Conflicts shouldn't be a problem either, we can use constraints like single-best-value constraint (Q52060874) and/or add separator (P4155) to the constraint.
The existing statements shouldn't pollute the data if you're using it correctly. The items with private-use codes also have a no value statement set to preferred rank to indicate that they have no official code, and if you're looking at all statements, you need to take ranks and qualifiers into account for the data to be meaningful anyway.
The real issue here is: How should we model usage of private-use codes? This isn't limited to CLCR or even ISO 639-3 (e.g. XK is widely used as the ISO 3166-1 code for Kosovo, Qaag is used by Unicode and CLDR as the ISO 15924 code for Zawgyi, U+F8D0 is the Unicode codepoint normally used for the Klingon letter "a"), so I don't think it makes sense to have a property specifically for CLCR's private-use ISO 639-3 codes. We should have a model we can apply to private-use codes in general instead.
- Nikki (talk) 09:23, 28 August 2024 (UTC)- @Nikki These are not ISO 639 codes, though - these are codes assigned by another body which have been intentionally designed to match up with ISO 639's private use range. It's not a question of qualifying the codes or setting no value as a preferred rank - it's the fact that it is factually wrong to say that they are ISO 639 codes at all, and they shouldn't be listed there at all. Motivation
editThis is a restart of WIPO Lex ID (P12720), which I proposed in Wikidata:Property_proposal/case_number_(mainland_China), but the community finally defined the property as WIPO Lex ID, since all examples (court judgements/decisions) I introduced in the proposal were from the WIPO website. :D
Today when I wanted to enter data for this property, I find it completely changed, but reasonable.
I'm re-proposing the China property here.
For any formal judgement from a court (or eligible authority) in mainland China, there's a unique case id (案号, lit. case number) assigned to that legal proceeding. See third line (right-aligned) of Page 1 of a formal court decision. This id is almost the same as U. S. Supreme Court docket number (P7063).
There's a definitive regulation of case ids published in 2015 by China's supreme court. An unofficial English translation is available here if you're interested.
Case ids before 2015 (start of nation-wide digitization) can't be expected to follow a fixed style or format. So I would like to allow this property as a free-form text field, rather than a very strict one. --XsLiDian (talk) 14:04, 26 August 2024 (UTC)

editTimenote.info is a free, international, multilingual encyclopedia of people, places, and events. It allows anyone to create and contribute information about individuals, including biographical details, family connections, related locations, and associated events. This property links Wikidata items to corresponding person profiles on Timenote.info, facilitating the exchange of information and enhancing the discoverability of biographical data. Because Timenote.info is multilingual, the language of work or name (P407) qualifier is mandatory to specify the language version of the profile. --David Osipov (talk) 14:07, 26 October 2024 (UTC)

editThe GND operator, the German National Library (DNB), is currently working on expanding the GND for use by many more GLAM, research and other institutions beyond libraries alone. BEACON (docs) is a simple file format that online services can use to indicate which GND entries they contain information about (more info). Beacon aggregators use it to significantly accelerate research on objects with GND entries. Currently, a list of BEACON files exists on Wikipedia:BEACON (german), but it isn’t always up to date and could, in my opinion, be better managed through Wikidata. This change would increase the visibility of these files, support the DNB’s efforts and help beacon aggregator services automatically update their datasets. – Printstream (talk) 12:16, 3 November 2024 (UTC)

- Questions (a) Is is expected that there's a 1:1 relationship between websites holding GND-related info and BEACON files? (b) Is there any reason why a BEACON file has a be generated by and hosted by the party hosting the website? (c) Could a BEACON file relate to a random set of third party websites or is it expected that one side of the relation all be from a single domain? (d) Is there a mine-type submission in process for this? Stuartyeates (talk) 23:54, 4 November 2024 (UTC)
- (a) That’s up to the website operator. While most combine all their services into one file, some choose to separate different databases and provide multiple files. I made the description clearer. (b) No, although I’d prefer having the site operator provide the file especially for reliability reasons. However, Wikipedia:BEACON differentiates between "direct/official" files from site operators and "external" files provided by third parties. Both could likely be used if specified with a qualifier. (c) Technically possible, though not the intended approach (as far as I know). (d) Docs recommend text/plain. – Printstream (talk) 11:22, 5 November 2024 (UTC)

- The wikipedia list is on my watchlist and every change causes a change in the tool persondata (see, https://persondata.toolforge.org/statistik/beacon.php for "active" BEACON-files) it causes also a test-run of the import because of a lot of problems (character set, some are bzipped or otherwise compressed, even the simple format is not correct).
- However, I do not understand what this property should show? Does it mean "Object is referenced in BEACON-File"? But this information is different to the current wikipedia-list which says "there is a beacon list"? --Wurgl (talk) 08:45, 4 December 2024 (UTC)
- As I understand, the property should not used for every object that is referenced in a certain BEACON file. It should be used for the whole repository, that provides the data. Important qualifiers:
- Specifying who provides the file: either use something like sourcing circumstances (P1480) with values such as official (Q29509043) or unofficial (Q29509080). Another possibility could be operator (P137) linking to the person or organization or other values like third-party source (Q7784745) or unknown (Q24238356).
- Specifying which identifier the file is based on: relative to (P2210) with the corresponding identifier, typically GND ID (Q54506313), VIAF ID (Q19832964) or Wikidata Q identifier (Q43649390). – Printstream (talk) 16:15, 4 December 2024 (UTC)

- Question If this is the same as identifier as NBA.com player ID (P3647) why would we need a different property for it? --Lewis Hulbert (talk) 11:07, 22 November 2024 (UTC)
- @Lewis Hulbert: different url,
- https://stats.gleague.nba.com/player/202391
- https://www.nba.com/stats/player/202391
- there is a link (call NBA Stats) to the NBA website on the G League website, but there is no link to the G League website on the NBA website.
- And Davion Warren (Q100946906), id is 1631389 on the G League website, but 1631389 not work on the NBA website, the establishment of this property can prevent edits like 2277479978 ([6]). HanTsî (talk) 13:48, 22 November 2024 (UTC)

- The site is operated personally, saying "The site will be operational until December 31, 2024" so I am reluctant to support the creation of property for such potentially unstable site. Mzaki (talk) 00:48, 11 November 2024 (UTC)
- @Mzaki, That's the new website (2022-present) running until the end of the year, not the old website (2005-2022). The old website had 2181 players, all of pages were archived on September 15, 2024. zh:Special:Diff/84218827 [7] HanTsî (talk) 07:15, 11 November 2024 (UTC)
- Yes, but both are operated by the same person. There is no reason we can believe the old one is kept being managed in the next year. This means we cannot ensure the reliability of this data source for a long-term basis. If and only-if the community reaches the agreement on the reliability of this data source in an as-is basis through this discussion, the property will work based on the archived data. In that case, we should use an archive URL as the formatter. Mzaki (talk) 07:37, 11 November 2024 (UTC)
- @Mzaki, Basketballnavi.DB only contains regular season stats. There are currently three websites that collect Japanese league stats, Eurobasket.com player ID (P3527) (regular season and playoffs together), Proballers ID (P8548) (regular season and playoffs separately) and RealGM basketball player ID (P3957) (regular season and playoffs together). Eurobasket.com requires payment to view career stats, but Eurobasket.com is also the most complete website among the three.

- Since Levanga Hokkaido only played in the playoffs in the 2015-16 season, Takehiko Orimo (Q14917533) can be used to check whether the stats of Basketballnavi.DB is reliable or not.

- Question With the addition of this property, wouldn't all university bibliographies potentially qualify for their own properties in the future, even if they don’t contain new information? After all, the works already appear to be linked to SWB/K10plus, and through that, to WorldCat. For example, 96327 can be sufficiently linked through 074300121 (SWB editions (P1044)), 1144300126 (K10plus PPN ID (P6721)), and 313218873 (OCLC control number (P243)). Or does this property serve a broader purpose I haven’t recognized? Printstream (talk) 12:36, 30 November 2024 (UTC)
- Thanks for the question. Imho each type of linkage offers advantages if it leads to a citable source.
- The University Bibliography Tübingen is well-suited as a source reference and it often contains unique informations. (I use the databases of the university for example to find the doctoral adviser or the complete text of a thesis.)
- This bibliography is not identical with other databases, even if the German National Library, union catalogues or WorldCat take over parts of the information. When I quote a source, I want to refer to the original if possible.
- Some works are linked to other cataloges but not all. If the text is part of a book, a lecture etc. it is not included in K10plus (Q100884768).
- Last not least a reason for the proposal was that URLs have changed several times in similar cases since Wikidata was founded. Only the ID is stable.

- Comment Your "explanatory statement" is flawed: This isn't a vote about having "more identifiers", but about a new property. UBTID (talk) 07:31, 13 December 2024 (UTC)
- Comment user:ArthurPSmith marked the property as "ready" [8], claiming "marked as ready - discussion strongly favors creation" while that is not the case. No one explained why for this random university a subproperty of P1184 should be created. To the contrary, the proposer Kolja21 themself said "that URLs have changed several times in similar cases since Wikidata was founded. Only the ID is stable." - that means if it is stored in a property Wikidata can be stuck with broken links. This won't be so with hdl.handle.net. The Handle System Q3126718 has been created exactly for that - perrsistent identifiers. Why would WD not use these? UBTID (talk) 07:37, 13 December 2024 (UTC)
- Wikidata stores the ID, not the URL. The link is adjusted based on the formatter URL. This could easily be based on the handle if we wanted. It is still useful to have a property specific to a particular institution and application; constraints can be different etc. and queries more efficient relative to a generic handle property.
