One of those recent plans was to join the international commercial nuclear club. In addition to the nuclear industry, the development of the existing petroleum and aviation industries in the UAE create many challenges that need to be safely managed. The main advantage of joining the nuclear industry now is the ability to benefit from the international experience in this regard. There are many international organisations with advanced safety management systems that can help the UAE’s safety critical organisations to run their businesses in a safe manner. However, those experiences must be used properly. Not everything that worked perfectly in a specific country can have the exact outcome in the UAE. Elements such as culture, organisational structures, and communication differ from one country to the next. Each country develops its management system according to its requirements and needs. In order to fully benefit from international experiences, the UAE needs to study the effect of those elements. Then instead of constructing new management systems to help operate safety critical industries, the Emirati organisations can use best practice methods already available after customising them accordingly. This dissertation is a first step toward achieving this goal by studying the impact of culture, organisational structures, and communication on safety critical organisations in the UAE.
