ABSTRACT Large civil engineering structures are continuously monitored to assure their structural... more ABSTRACT Large civil engineering structures are continuously monitored to assure their structural safety. The Portuguese National Laboratory for Civil Engineering currently monitors several types of structures, like concrete dams, bridges or other transportation infrastructures. The consequences of a structural failure are potentially catastrophic, varying from loss of life or environmental damage to high economic impacts. The management and preservation of structural monitoring data is crucial to support decisions concerning the structural safety. However, preserving data also entails several risks and threats’, comprising strong safety requirements as happens in civil engineering structures.

This is a simple definition, and there is nothing wrong with it. The (in many cases wrong) assumption The problem comes however when we try to put that in place. The actual references recommend looking to OAIS, and start addressing the problem from there. However, I believe that such attitude can be not only lazy but also dangerous.

Information Governance Maturity Assessment Using Enterprise Architecture Model Analysis and Description Logics

A Maturity Model represents a path towards an increasingly organized and systematic way of doing ... more A Maturity Model represents a path towards an increasingly organized and systematic way of doing business. It is therefore a widely used technique valuable to assess certain aspects of organizations, as for example business processes. A maturity assessment can enable stakeholders to clearly identify strengths and improvement points, and prioritize actions in order to reach higher maturity levels. Doing maturity assessments can range from simple self-assessment questionnaires to full-blown assessment methods, such as those recommended by the ISO/IEC TS 33030 or the SEI SCAMPI. A main caveat of these assessments is the resources they encompass. In addition, many times the lack of automation renders benchmarks not possible. Assuming that the wide-spread of Enterprise Architecture practices is making the modeling of business domains a fact, and considering the recent state of the art on the representation of those models as ontologies, this paper proposes how existing semantic technology can be used to automate Information Governance maturity assessment of real organizations by automating the analysis of enterprise architecture models in ArchiMate.

This aims to provide a comprehensive set of services that will allow users to understand, contribute to, and validate information governance good practices. The knowledge center comprises two main services. The resources center is where users can learn more about information governance terms, requirements, and practice. It is composed of the vocabulary manager service and the reference requirements management service. The assessment services allow users to assess their information governance practices. It is comprised of the MoReq schemas validator service, the MoReq assessment, and the information governance maturity assessment.

ABSTRACT O objetivo das atividades de gestão de risco consiste em definir um conjunto de mecanism... more ABSTRACT O objetivo das atividades de gestão de risco consiste em definir um conjunto de mecanismos para controlar os riscos associados a atividades e recursos valiosos. Verifica-se que grande parte das atividades de gestão de risco opera em silos, conduzindo a uma visão fragmentada de riscos, na qual cada atividade usa a sua linguagem, princípios e métricas. Este facto limita a obtenção de uma perceção global, onde riscos interdependentes nem sempre são antecipados, controlados ou geridos. De forma a otimizar a visão global de riscos numa organização, este artigo propõe a aplicação à gestão de risco de conceitos já estabelecidos na governação dos sistemas de informação. Analisamos o exemplo da preservação digital, que é reconhecida como uma preocupação em gerir conteúdos valiosos ao longo do tempo, assegurando que a informação digital pode ser lida e usada num futuro imprevisível. Este é assim um problema interdisciplinar, no qual desafios tecnológicos intersetam objetivos organizacionais, requerendo a gestão de riscos a múltiplos níveis. Este artigo propõe uma solução integrada de gestão de risco que providencia uma visão holística de riscos com o objetivo de permitir que uma organização possa antecipar e gerir riscos de uma forma global.

However, we claim that in some complex scenarios the actual principles for Data Management Plans might not be enough, especially when Risk Management turns to be relevant. Therefore, we propose a method, based on the ISO 31000, for science and engineering projects to create a Risk Management Plan that can complement the Data Management Plan. The validation of this proposal is presented in the real case of an engineering laboratory.

A Maturity Model is a widely used technique that is proved to be valuable to assess business proc... more A Maturity Model is a widely used technique that is proved to be valuable to assess business processes or certain aspects of organizations, as it represents a path towards an increasingly organized and systematic way of doing business. A maturity assessment can be used to measure the current maturity level of a certain aspect of an organization in a meaningful way, enabling stakeholders to clearly identify strengths and improvement points, and accordingly prioritize what to do in order to reach higher maturity levels. This paper collects and analyzes the current practice on maturity models from the data and information management domains, by analyzing a collection of maturity models from literature. It also clarifies available options for practitioners and opportunities for further research.

Abstract Cat-SD (Categorization by Similarity-Dissimilarity) is a multiple criteria decision aidi... more Abstract Cat-SD (Categorization by Similarity-Dissimilarity) is a multiple criteria decision aiding method for dealing with nominal classification problems (predefined and non-ordered categories). Actions are assessed according to multiple criteria and assigned to one or more categories. A set of reference actions is used to define each category. The assignment of an action to a given category depends on the comparison of the action to each reference set according to likeness thresholds. Distinct sets of criteria weights, interaction coefficients, and likeness thresholds can be defined per category. When applying Cat-SD to complex decision problems, it may be useful to consider a hierarchy of criteria to give a more intelligible vision of the performances of the considered actions. We propose to apply Multiple Criteria Hierarchy Process to Cat-SD to take into account criteria structured in a hierarchical way. On the basis of the known deck of cards method, we also consider an imprecise elicitation of parameters permitting to consider interactions and antagonistic effects between criteria. The elicitation procedure we are proposing can be applied to any Electre method. With the purpose of exploring the assignments obtained by Cat-SD considering possible sets of parameters, we propose to apply the Stochastic Multicriteria Acceptability Analysis (SMAA). The SMAA methodology allows to draw statistical conclusions on the classification of the actions. The proposed method, SMAA-hCat-SD, helps the decision maker to check the effects of the variation of parameters on the classification at different levels of the hierarchy. We propose also a procedure, based on the concept of loss function, to get a deterministic classification fulfilling some requirements given by the decision maker and taking into account the hierarchy of criteria and the probabilistic assignments obtained through SMAA. Also this procedure can be applied to any classification Electre method. The application of the new proposal is shown through an example.
