In 1988, the Comprehensive and Agrarian Reform Law (CARL) was crafted aimed to distribute the country’s land base. After two decades, the government launched the land administration and management project (LAMP) to secure land tenure as well as reduce the country’s poverty rate. From 1988 to the current date, land reform programs created and disseminated a vast amount of knowledge from implementers that trickles down to the community. This paper aimed to identify and discuss the concept of land and land ownership through land titling and to determine its connotations after three decades of agrarian reform. Data was gathered through indepth interviews and was analyzed using the Atlas.ti. The results were interpreted within the context of constructivism. Three major paradigms emerged in the process. Land ownership through titling is viewed as security, pride, and propaganda.
The Internet and the use of web technologies such as blogs and social networks have reshaped how ... more The Internet and the use of web technologies such as blogs and social networks have reshaped how presidential campaigns are conducted (Anderson, 2009), creating significant impacts on political systems and voting behaviors (Karan, Gimeno & Tandoc, 2008). In the Philippines, with the 2010 national elections coming up in May, candidates’ social networking site profiles and internet advertising has become a major arena for their political campaigns. We examined the message appeals employed by the candidates’ Facebook profiles through a content analysis. Respondents of the survey were 100 randomly selected students of voting age from a state university in eastern Philippines. After an arranged exposure to the Facebook sites of the five presidential candidates, we determined youth voters’ image perception of the five Philippine presidential candidates’ presentation of themselves in their Facebook profiles using Miller’s (1984) 5-dimensional scheme adapted from Zhu, Milavsky & Biswas’ (1992). The 15-item image perception scale (Crobach’s alpha=0.94) was composed of five components (competence, potency, integrity, charisma and communication skills) with three items per component constructed using a 7-point semantic differential scale. Mean scores for each item were used as well as for the entire scale. Analysis of the Facebook profiles reveal that the frontrunner Villar, was the only one among the five who employed an appeal to the emotions. His campaign emphasized his roots in poverty and his ascent into wealth and his promise of eradicating poverty for all Filipinos. Second place candidate Aquino and 3rd place Estrada employed logic as a message appeal highlighting their track record and credentials. Fourth place candidate, Teodoro and 5th place candidate Gordon used ethos or appeal to good character; Teodoro by underscoring his achievements despite his relative youth compared to the other candidates and Gordon, by drawing attention to his humanitarian efforts. Image perception mean scores ranged from 4.70 to 5.96 on all 15 items. Teodoro, the 4th place candidate in the polls was perceived to be the most competent (6.42), potent (5.96), have the highest integrity (5.71) and best communication skills (5.80). This could be an indication that his campaign slogan “Galing at Talino” or “Talent and Intelligence” really struck a chord and resonated among the respondents. Only in charisma was the frontrunner candidate Villar perceived to have the highest among the five, although he came second to Teodoro on all other components. This may be attributed to Villar’s striking media campaign with its catchy jingle, very recognizable checkmark - a stylized “V” - and his signature color, orange. Aquino, who used to be the favorite in the polls until Villar overtook him, consistently ranked 3rd for all components except for integrity where he was 2nd to Teodoro and communication skills where he ranked 4th. Gordon and Estrada consistently ranked 4th and 5th respectively. As expected former president Estrada who was ousted in 2002 amid allegations of plunder and corruption charges ranked last in terms of integrity. Although respondents’ image perception of the presidential candidates’ Facebook sites do not conform to the results of the recent polls, this paper finds some support to the contention that social networking sites, despite their recent debut into the political scene, provide an alternate venue which allows people to learn more about a candidate who may not be a frontrunner in the polls.

On the second day of the 2016 EROPA Conference, a total of 23 papers dealing with the three confe... more On the second day of the 2016 EROPA Conference, a total of 23 papers dealing with the three conference sub-themes (Innovative, Inclusive and Integrity-Based) were presented in 11 concurrent sessions. Most of the presentations looked into best practices and innovations in public service delivery from different local governments and national government agencies, which could serve as benchmark for other state and governance institutions to emulate. Cause-and-effect studies linking good governance with institutional factors as well as public service and leadership values were also presented. A few presentations dealt with case studies highlighting successes and challenges in public sector collaboration in the context of information and communications technology (ICT) developments. Finally, studies that seek to improve ethical standards in public service, particularly in terms of compliance and enforcement, were also featured during the sessions.
