The government of Sri Lanka has been implementing the Samurdhi program as a major poverty allevia... more The government of Sri Lanka has been implementing the Samurdhi program as a major poverty alleviation program since 1995. Among a number of criticisms on program implementation is mal-targeting or lack of proper targeting. This article examines why errors in targeting occured in the safety-net and livelihood development components of the Samurdhi program in Sri Lanka, and the subsequent effects on the poor as well as on the program itself. Forty focus group discussions with stakeholders in eight districts, interviews with four key informants, and documentary analysis were undertaken to achieve the study's objectives. Peoples’ dependency mentality, politicization of the society, and outdated income level cutoffs were identified as major reasons for mal-targeting. Major outcomes of the mal-targeting include disruptions to social harmony and decline in effectiveness of the program. Implications for public policy development are also discussed in this article.

Further, national poverty ratio had been reduced from 26 percent in 1990 to 8.9 percent by 2009/10. Successive governments had followed a number of strategies such as enactment and implementation of Land Development Ordinance, implementation of redistribution policies including free health and free education as well as provisions of food subsidy and micro-finance for the poor. They had largely contributed for the achievements in poverty reduction. In the present scenario, micro-finance is being used widely as a strategy for poverty alleviation all over the world. The Samurdhi programme- a major poverty alleviation programme of the government- use micro-finance strategy under the Samurdhi Bank Unions which was implemented from 1996 onward under the Article 5 (d) of the Samurdhi Authority Act Number 30 of 1995. Provincial Councils (PCs) are given 37 subjects under the Thirteenth Amendment to the Constitution including land (administration). The Divisional Secretariat (DS) system (Deconcentration administration system at the divisional level) established in 1992 to with the objective of providing public service under one roof without going to district, provincial or national level institutions. Due to this new system a large number of functions and responsibilities had to retransfer to the Centre from PCs. Some responsibilities of land administration are one among them.

Though different types of decentralization had been implemented for state land administration, it seems that service delivery system is inefficient and poor governance in land administration. This study was carried out in 2011/12 in Hambantota districtwith the major aim of uncovering factors affecting the cchaotic land administration and peoples' griievances on land issues The specific objectives are (a) to identify and analyze the factors contributing to the chaotic land administration and service delivery system.
