Niyazi Çiçek has been studying as a professor of archival science at the School of Library, Archival and Information Studies, University of İstanbul, Türkiye since 2007. He was research asistend at the the School of Archive Studies, University of Marmara (İstanbul-Türkiye) (1991-2007). His research interests are archive studies, modern diplomatics, electronic records management. In additions to these subjects, he studies to the impacts of alphabet revoluation to Turkish records traditions.

An Examination of features of records created in public administration and an evaluation from an archives studies perspective

This study maintains that it is possible to determine the functions of documents by carrying out ... more This study maintains that it is possible to determine the functions of documents by carrying out a detailed examination of their particular forms. The study aims to demonstrate that when record characteristics are carefully analysed, the provenance of material will be discovered and points of access may become apparent and in this way the most accurate description titles can be found. In order to achieve this aim, the particular features of current and semi- current records in public institutions were examined. Subsequent to field studies being carried out at selected institutions the subject area became more clearly defined. The methods used were observation, interviews, questionnaires and collection of records. The results obtained and records collected were examined from the point of view of form characteristics, genre, physical and diplomatic characteristic and the main elements determining record description. It is known that one of the many consequences of the alphabet revoluation in Turkey in November 1... more It is known that one of the many consequences of the alphabet revoluation in Turkey in November 1928 was the economic difficulty brought to the Ġstanbul bookstores. It is worth examining the financial incoveniences of bookstores whose main responsibility is building a bright young generation by supplying necessary materials. Since the diffuculties encountered is the result of the revolution, the dialogues with the Government of that period should be carefully investigated. Have the bookstores really never asked the government for help, as claimed in various sources? Or, they could not gey any feedback. This is the main question that this article is trying to find an answer. While this subject was being examined analysis was made in the up to date literature. When researching the subject that covers bookstores, the news in daily newspapers of that period were mostly used. The article was limited to the period between 1928 and 1933, when the one book law came out. In this period, where the transition from the old alphabet to the new alphabet was experienced intensively, was studied for see how the bookstores struggled to overcome their difficulties. They have tried to explain their problems to the officers who have carried out the letter change application, like Education Ministry and the Board of Education and Discipline if necessary. Until the one book law, they had met to Education Minister Mustafa Necati firstly and all the ministries. They could not get sufficient financial support from the State due to their inability to explain their problems correctly, their inability to act together, their division into different groups, some of them were treated personally.

E-imza teknolojileri, günümüzde e-imzalı belgelerin delil değerini koruması için sahip olması ger... more E-imza teknolojileri, günümüzde e-imzalı belgelerin delil değerini koruması için sahip olması gereken özellikleri karşılayabiliyorken, ilerleyen yıllarda nasıl bir durumla karşılaşılacağıyla alakalı tereddütler henüz giderilememiştir. E-imza algoritmalarının teknolojik eskimeye uğraması, saldırı ihtimali gibi güvenlik açıkları, uygulama yazılımlarının eksikliği ve teknolojik göç yöntemleriyle ilgili sonuçların henüz yeteri kadar görülmemesi gibi çeşitli riskler söz konusudur. Bu riskler, e-imza doğrulanamazsa ya da doğrulama sırasında şüpheye düşülürse ne yapılabilir, belgelerin delil değeri nasıl korunabilir sorularını gündeme getirmektedir. E-imza ile ilgili şüpheye düşüldüğünde sertifika doğrulaması yapılmakta; bir karara varılamazsa bilirkişiye başvurulabilmektedir. Dijital Çağda Değişen Belge Olgusunun Arşivcilikte Düzenleme ve Tanımlamaya Etkisi: Literatüre Dayalı Bir İnceleme

Arşivlenen elektronik belgelerin, önceden beri geleneksel metotlar ışığında şekillenen arşiv uygu... more Arşivlenen elektronik belgelerin, önceden beri geleneksel metotlar ışığında şekillenen arşiv uygulamalarında çeşitli değişimlere sebep olduğu bilinmektedir. E-belgelerin üretimi, onaylanması, posta hizmetleri, dosyalanması, arşive transferi, düzenlenmesi ve kontrolü aynı zamanda uzun süre korunması ve bilgi güvenliği gibi birçok konu, değişimin yaşandığı alanlar olmuştur. Bunlardan biri de tanımlama ve düzenlemedir. Bu çalışmanın amacı, arşive devredilmiş e-belgelerin düzenlenmesinde ve tanımlamasında geleneksel metotların yeterliliğini değerlendirmektir. Bu yapılırken dijital çağda e-arşivlerin geleneksel uygulamalarda ne tür değişimlere sebep olduğu da ortaya çıkarılmaya çalışılmıştır. Makalenin problemi, bilgi teknolojisine dayalı dijital belgelerin yoğun olarak kullanılmaya başlanmasıyla provenans ve asli düzen gibi prensipleri yeniden düşünmek gerektiği üzerinedir. Literatür araştırmasına dayanan bu çalışmada, belgesel tarama tekniğinden yararlanılmış, derlenen kaynak ve belgelerin içerik çözümlemesi yapılarak veriler toplanmıştır. Literatür aracılığıyla düzenlemenin ve tanımlamanın izi sürülerek, geleneksel yöntemlerin elektronik belgelere nasıl uygulandığı farklı ülkelerdeki yazılı kaynaklar incelenerek anlaşılmaya çalışılmıştır. Çalışma sonucunda, dijitalleşme ile birlikte geleneksel arşivcilik yaklaşımlarının yeniden yorumlandığı görülmüştür. Arşivlenen elektronik belgelerin bilgi taşıyıcı özellikleri, kayıt ortamları ve formatları, bilgi güvenliği ve uzun süre orijinal kalmak ve delil değerini muhafaza etmekle ilgili kırılgan bir yapıya sahip olmalarından dolayı entelektüel kontrollerinde geleneksel uygulamaların yeterli olmadığı, bir takım yeni yaklaşımlar geliştirmek gerektiği anlaşılmıştır.
