The role and impact of privatisation-related stakeholders' activities is analyzed; and an att... more The role and impact of privatisation-related stakeholders' activities is analyzed; and an attempt, made at a classification. The model and processes of privatization in Croatia is reviewed; and attention drawn to the ways selected groups of outside owners were given priority. A distinctive brand of "tycoon capitalism" has arisen, but is now in the throes of a crisis, as serious efficiency and equity problems have cropped up. Furthermore, political pressure is mounting in favor of reviewing the privatization process, and even questioning the very legitimacy of privatization. Stakeholders, particularly small shareholders, employees and local communities, self-organized or supported by the labor unions, are trying to cope with privatization and defend their rights, which have been alienated to outside owners or to the state as a majority owner in numerous firms. Examples of stakeholders' activism in twelve different companies are presented; and broader issues, discussed.

The Chapter explores changes in quantity, quality and structure of public sector employment in Cr... more The Chapter explores changes in quantity, quality and structure of public sector employment in Croatia in 2006-2012 period, in particular focusing the Crisis adjustment process (2009-2012). The chapter provides an overview of all major general governmemt sectors (public administration, health, education), adjustment measures and social protests, while using LFS microdata as support. Two focused case studies are included: on austerity impact in vocational secondary education, and on social dialogue in public services in 2009-2011 period.

There is a considerable consensus among economists and politicians that policy support for small ... more There is a considerable consensus among economists and politicians that policy support for small and medium sized enterprises is desirable in the post-socialist economies. This view is encouraged by the World Bank, the European Bank for Reconstruction and Development and similar institutions, as well as by Western consultants to Eastern European governments. Failures in privatisation and restructuring of the ex-state sector only reinforced this interest in entrepreneurship and the SMEs’ potential (EBRD 1999; Stiglitz, 1999; Lankes and Stiglitz, 2000). Such thinking has been supported by numerous multilateral and bilateral contracts between Western and East European countries introducing a number of schemes to support small businesses, as well as by some public and private donor foundations.
